A. The City Planning Commission shall consist of nine (9) members, including:
1.
The Mayor, if the Mayor chooses to be a member.
2.
A member of the Board of Aldermen selected by the Board, if
the Board chooses to have a member serve on the Commission; and
3.
Not less than seven (7) citizens, appointed by the Mayor and
approved by the Board of Aldermen. Two (2) alternate members may be
appointed to serve in the absence of or disqualification of the regular
members. All citizen members of the Commission shall serve without
compensation. The term of each of the citizen members shall be for
three (3) years, except that the terms of the citizen members first
appointed shall be for varying periods so that succeeding terms will
be staggered. Any vacancy in a membership shall be filled for the
unexpired term by appointment as aforesaid. The Board of Aldermen
may remove any citizen member for cause stated in writing and after
public hearing.
B. The Commission shall elect from its citizen members a Chairman and
a Secretary who shall serve for a term of one (1) year.
C. The Commission shall hold regular meetings and such special meetings
as may be called by the Chairman. The Commission shall adopt rules
for the transaction of business and the conduct of meetings. Minutes
of the meeting shall be recorded by the Secretary of the Commission
and shall be a public record.
D. The Commission shall have the power to recommend contracts with City
planners and such other professionals as it may require; provided,
however, that no expenditure of funds for services shall be made without
the prior approval of the Board of Aldermen.
E. The Commission shall have such duties and powers as prescribed by
Statute or by ordinance.
