A. Standing Committees. At the first (1st) regular meeting
of the City Council held after the City election of each year, the
Mayor shall, by and with the concurrence of the Council, appoint four
(4) Standing Committees of the Council, as follows:
2. Committee on Streets, Alleys and Sidewalks.
3. Committee on Water and Sewers.
4. Committee on Police and Fire.

Each committee shall consist of four (4) members, one (1) member
from each of the four (4) Wards of the City.

B. Special Committees. The Mayor may appoint, or the Council
may elect such special committees from time to time as may be required.
Each special committee shall consist of four (4) members, unless otherwise
ordered, and the person first named or elected as a member of a standing
or special committee shall be the chairman thereof. The standing or
special committees to whom references are made shall in all cases
report in writing the state of facts, with their opinions or conclusions
thereon, and all reports of committees shall be addressed to the Mayor
and City Council.

The duties of the various committees of the Council shall be
as established by the Council from time to time by resolution.
