Receipt by the subdivider of the copy of the preliminary plat
together with the approval of the City Planning Commission and City
Council shall constitute authority for the subdivider to proceed with
final plans and specifications for the installation of the following
minimum improvements and preparation of the final plat. Prior to the
construction of any of the required improvements, or to the submission
of a bond in lieu thereof, the subdivider shall submit such final
plans and specifications to the City Official having jurisdiction
over their construction. If said City Official shall find such plans
and specifications to be in accordance with applicable policies and
standards of the City, he/she shall authorize construction and determine
the amount of bond, if required. Following the approval of the plans
and specifications, construction may be started or the bond may be
filed.

A. No
final plat of any subdivision shall be approved unless:
1. The improvements listed below have been installed prior to such approval,
or
2. The subdivider file with the City Council a surety bond, cashier's
check, or a certified check upon a solvent bank conditioned to secure
the construction of the improvements listed below in a satisfactory
manner and within a period specified by the City Council, such period
not to exceed two (2) years. No such bond or check shall be accepted
unless it is enforceable by or payable to the City in a sum at least
equal to the cost of constructing the improvements as estimated by
the City Official having jurisdiction over their construction and
in form with surety and conditions approved by the City Attorney.

The owner of a tract may prepare and secure approval of a preliminary plat for the entire tract and may install the required improvements in only a portion of such tract, but the improvements must be installed or provision made for their installation in any portion of the area for which a final plat is approved for recording; provided however, that any gas mains, storm sewers, trunk sewers, and any sewage treatment plants shall be designed and built to serve all the area owned by the subdivider or designed and built in such a manner that they can easily be expanded or extended to serve the entire area, and provided further that the requirements of Section
410.070 of Article
III have been met.

All subdivision boundary corners and the four (4) corners of
all street intersections shall be marked with permanent survey monuments.
All points of tangency and points of curvature of all curves shall
be marked with permanent monuments. A permanent monument shall be
deemed to be concrete with rod center at least thirty (30) inches
long with a minimum dimension of four (4) inches. Should conditions
prohibit the placing of monuments on the line, off-set marking will
be permitted; provided however, that exact off-set courses and distances
are shown on the subdivision plat. Iron pipes or steel rods shall
be set at all lot corners. If survey monuments are removed during
construction, they shall be replaced before the final plat is approved.

The paving of all new streets shall conform to the following
minimum standards:

Street pavements may be constructed at a minimum width of thirty
(30) feet from back of curb to back of curb.

Major or industrial
|
Seven (7) inch concrete on four (4) inch compacted limestone
base rock or six (6) inches bituminous wearing surface on six (6)
inches compacted limestone base rock.

|
|
Street pavements may be constructed at a minimum width of thirty-two
(32) feet from back of curb to back of curb.
|
|
|
The City Planning Commission and/or the City Council may waive
the requirement of constructing concrete curbs and gutters along both
sides on any new development of collector or major street improvements.

|
|
The surfacing and curbs and gutters shall be in accordance with
applicable standard specifications of the City and shall be subject
to inspection and approval by the proper City Official.

Concrete sidewalks not less than four (4) feet wide shall be
constructed along both sides of minor streets shown on the plat in
accordance with applicable standard specifications of the City, and
concrete sidewalks not less than five (5) feet wide shall be constructed
along both sides of collector and major streets. Sidewalks shall be
constructed by individual property owners through the issuance of
building permits as individual lots are developed.

A. Each
lot within a subdivision shall be provided with a connection to the
City water system, said water service to terminate not less than two
(2) feet inside of the curb line or easement line. All water lines
not serving individual lots shall not be less than six (6) inches
in diameter. Fire hydrants shall also be installed in all subdivisions,
within the corporate limits, and the location of same shall be approved
by the City Official in charge of water distribution.
The water supply system shall be constructed under the direction
and control of, and all construction shall be subject to, the approval
of the City Official in charge of water distribution.
B. All
plans and specifications governing the new water system shall be prepared
by a registered engineer of the State of Missouri and said plans and
specifications must be submitted to the Missouri Department of Natural
Resources for this agency's construction approval. Prior to the installation
of the water system, the developer of the subdivision must supply
the City with a copy of DNR's construction approval letter. All water
systems shall be constructed with looped provisions and shall be constructed
within the street right-of-ways. Two (2) copies of the as-built plans
shall be furnished to the City's files. The installation of the water
system shall be in accordance with applicable standard specifications
of the City and shall be subject to inspection and approval by the
proper City Official.

A. Each
lot within a subdivision shall be provided with a connection to a
sanitary sewer, said sewer or easement line. All sanitary sewer lines
not serving individual lots shall not be less than eight (8) inches
in diameter. All connections to the City sewer system and the subdivision
sewer system shall comply with the ordinances of the City pertaining
to sewers and all construction of the system shall be subject to the
direction and approval of the City Official having jurisdiction.
B. All
plans and specifications governing the construction of the new sewer
system must be prepared by a registered engineer of the State of Missouri
and said plans and specifications shall be submitted to the Missouri
Department of Natural Resources for this agency's construction approval.
Prior to the installation of the sewer system the developer of the
subdivision must furnish the City a copy of the DNR's letter of approval.
C. All
sanitary sewer mains shall be constructed in the center of the street
right-of-ways. Two (2) copies of the as-built plans shall be furnished
to the City's files. The installation of the sewer system shall be
in accordance with applicable standard specifications of the City
and shall be subject to inspection and approval by the proper City
Official.

The plat shall be laid out so as to provide proper drainage
of the area being subdivided. Drainage improvements shall maintain
any natural watercourse and shall prevent the collection of water
in any low areas. The means for disposing of the storm water shall
be subject to the approval and supervision of the appropriate City
Official.

Street lights shall be installed in accordance with City specifications
at the time of development.

Each lot within the subdivision shall be provided with a connection
to the local gas system, said gas system connection to terminate not
less than two (2) feet inside the curb line or easement line. All
connections to the local gas system and the subdivision gas system
shall comply with the ordinances of the City pertaining to gas facilities
and all construction of the system shall be subject to the direction
and approval of the City Official having jurisdiction.
