A. 
The fees to be charged by the Board of Park Commissioners for the sale of graves and lots in public cemeteries and for various services performed in the care and upkeep thereof shall be in accordance with the schedule of rates now on file in the office of the Board of Park Commissioners. This schedule of rates shall be kept in a place where the public may have convenient access thereto, and may be amended, altered or repealed in whole or in part by vote or order of the City Council. The Board of Park Commissioners may at any time make such recommendations to the City Council as it deems necessary concerning the amendment, alteration or repeal of such schedule of rates.
B. 
Fees charged by the Board of Park Commissioners, in addition to such other fees as may be set by law or by ordinance, shall be as provided in Chapter A110, Fee Schedule, of the City Code.
Whenever any person holding, occupying or interested in a public or private burial ground in the City deposits a sum of money with the City Treasurer, as provided by law relating to burial grounds, such money shall be placed to the credit of an account to be called the "cemetery trust funds."
The Treasurer shall keep a book containing a record of all monies deposited as provided in § 54-162, the date of each deposit, the name of the depositor, the name of the cemetery containing the lot in connection with which the deposit is made, the number of the lot, and any other information which the City Council may direct to have recorded therein.
Whoever deposits money with the City Treasurer as provided in § 54-162 shall receive a receipt for the money as follows:

This is to certify that _________________________________ has this day deposited with me the sum of ______________________ dollars, the interest of which shall be applied, forever, to keep the lots numbered ______________ in plan of Oak Grove Cemetery in a good state of perpetual preservation and care; and to provide for the improvement or embellishment of said lot in any manner as may be determined by the Board of Park Commissioners of the City of Fall River, or those in charge of said cemetery; provided, however, that the City of Fall River shall not be required to expend in any one year more than the amount of interest on said deposit accrued during said year and that the interest in excess of that necessary for the care of said lot be used for the general care of above-mentioned cemetery.
The whole sum deposited as provided in § 54-162 shall bear interest at the rate of 4% on private cemeteries and 5% on public cemeteries per annum; and annually, on March 1, the interest shall be computed on each deposit; and the amount due on each shall be entered to the credit of such deposit upon the book provided for in § 54-163.
The City Treasurer shall, in the first week in March of each year, furnish the Board of Park Commissioners with a list of the lots in the cemeteries under its charge for which deposits have been made under § 54-162, which list shall designate the amount which may be expended on each lot. Similar information shall be furnished by the City Treasurer upon application of those in charge of private burial grounds.
The income of each deposit under § 54-162 may be expended by the Board of Park Commissioners or those having the usual care and preservation of the lot or cemetery, for the care and preservation of which the deposit is made.
The Board of Park Commissioners and others in charge of private burial grounds shall annually, in November, make a report of the amount expended on the lots for which deposits are made in accordance with the provisions of § 54-162 to the City Auditor, who shall approve the amount for payment from the appropriation for interest.
The expenditures made upon the several lots pursuant to § 54-162 shall be entered by the City Treasurer upon his accounts with the several deposits.
