A. It shall be the responsibility of all permanent committees, boards
and commissions appointed by authority of the Levy Court to propose
and adopt bylaws and amendments thereto governing the manner in which
they propose to conduct business.
B. By-laws shall address at least the following subjects and may include
other subjects if appropriate:
(2) Source of authority and powers of organization.
(3) Purpose of organization, its duties and responsibilities.
(4) Composition of and qualifications for membership.
(5) Manner of appointment, vacancies, attendance, terms of appointment.
(6) Election of officers and their terms and duties.
(8) Compensation (if applicable).
(9) Conduct of meetings (and hearings if applicable).
(10) Record of proceedings, actions, decisions.
C. All bylaws and any amendments thereto are subject to final adoption
by the Levy Court prior to becoming effective.

The Levy Court has established a number of boards, committees
and commissions, the purpose of which is to review various issues
important to County government and give advice to the Levy Court on
those issues. In order to assure the broadest public participation
in County government, it is the policy of the Levy Court that no individual
citizen shall be appointed to or serve on more than one such board,
committee, or commission.

This Policy sets a requirement for all legal counsel representing
Kent County to be appointed by the Levy Court. As the governing body
of Kent County, Levy Court routinely contracts for general legal services
and appoints counsel for such services. Periodically the Kent County
Levy Court, the County offices, and County boards and commissions,
are in need of more specialized legal services for matters such as,
but not limited to, environmental, bonding, contracts, construction,
and insurance matters. All legal counsel representing Kent County
Levy Court in any capacity shall be appointed by the Kent County Levy
Court.
