(A) 
The operation of a merit system requires, with some exceptions, that all positions be filled by persons who have proven their superiority by competitive examination (written or oral). Exceptions include the position of department head and the positions of a professional or technical nature for which a certificate of professional competency is a prerequisite for employment.
(B) 
Prior to taking any examination, however, an applicant must file an employment application on the form supplied to him by the City Clerk. An applicant may be asked to supply any or all of the following documents:
(1) 
Birth certificate or equivalent;
(2) 
Military service record;
(3) 
Education record and certificates of specialization or professional qualifications.
(A) 
The examination process is designed to test the applicant's general intelligence and acquired skills for the position for which application is made, and to determine the applicant's physical fitness and character.
(B) 
Written and oral examinations will be given to test the applicant's general knowledge and a report of physical fitness will be by a qualified physician. In some positions, the applicant may be required to submit to a physical agility and coordination test.
