Temporary employees are those persons who are hired to fill
a position of less than six months' duration. Such employees are not
entitled to any of the privileges or benefits enjoyed by permanent
employees. Temporary employees may be appointed without examination
for no longer than six months. If continued employment is desired,
reclassification is necessary.
Part-time employees are hired to fill positions which require
year-round occupancy by an employee but do not require such service
during all regular work days or work hours of the year. Part-time
employees will be entitled to no benefits.

(A) All appointments other than department heads and temporary employees
with the City are subject to a probationary period. A new employee
must prove satisfactory in a ninety-day period prior to being confirmed
as a permanent employee of the City. Any employee currently employed
with the City who is to attain the status of a regular employee must
complete an additional ninety-day probationary period before being
confirmed as a regular employee.
(B) During the probationary period an employee will not be entitled to
benefits.
(C) During the probationary period the employee will be counseled by
his supervisor or department head as to the progress he is making.
(D) It is the intent of the City to properly train and develop new and
regular employees; if the employee's service proves satisfactory,
he will be certified by his department head as a permanent or regular
employee as the case may be.

(A) A regular employee shall be defined as one who is regularly scheduled
to work 32 hours per week or more. A part-time employee shall not
be classified as a regular employee due to his occasionally working
32 or more hours per week.
(B) Regular employees shall be entitled to the following benefits upon
completion of the probationary period and certification: vacation,
health-care contributions, sick leave, and holidays.
With the exception of department heads, all promotions shall
be filled by the Mayor with the advice and consent of the Aldermen.
