It shall be unlawful for any person, firm or corporation to
publicly solicit, either in person or by agent, upon the streets or
any other public place in the City, contributions, donations, or subscriptions
for charitable or religious or educational or other organizations
or purposes, without having first secured a permit therefor.
Applications for such permits shall be made to the City Clerk
and shall be referred to the City Council, and no such permit shall
be issued except upon order of the City Council.
