1. 
The Council of the Borough of Saxonburg shall have the rights and responsibilities associated with ownership of the park properties located in the Borough.
2. 
The Council of the Borough of Saxonburg hereby establishes the Saxonburg Historical and Restoration Commission to equip, operate, restore and maintain historical places now owned, established and/or maintained by the Borough or hereinafter owned, established and/or maintained by the same.

As used in this Part, the following terms shall have the meanings indicated:
BOROUGH
The Borough of Saxonburg, Butler County, Pennsylvania.
COOPER HALL
The structure located in Roebling Park able to be rented for venues such as weddings, reunions, training sessions, etc.
COUNCIL
The elected members of the Borough Council of Saxonburg.
MUSEUM
The structure located in Roebling Park housing antiques, local memorabilia and historical artifacts.
PARK
Includes Roebling Park, Aderhold Park or any other park adopted by the Borough.
PERSON
Any natural person, partnership, association, firm or corporation. The singular shall include the plural; the plural shall include the singular; and the masculine shall include the feminine and neuter.
RESPONSIBLE ORGANIZATION
The Saxonburg Historical and Restoration Commission (SHRC) shall have the administrative rights to approve or disapprove activities within Roebling Park or its associated structures. The Borough Council shall have the administrative rights to approve or disapprove activities for all other current or future park properties.
SAXONBURG HISTORICAL AND RESTORATION COMMISSION
The Board of Directors of the Commission.

The Board of Directors shall consist of nine volunteers, with a majority of the representation on the Board to be held by residents of the Borough of Saxonburg. Members from surrounding communities will hold no more than four seats on the Board. Board members are appointed by the Council to five-year terms or shorter terms if necessary due to resignation, illness, or other inability of a member to complete a term.

The purpose of the Commission is:
A. 
To study, preserve, and display the history of Saxonburg, for the education and enjoyment of its citizens and neighbors.
B. 
To equip, operate, restore and maintain historical places now owned, established, and/or maintained by the Borough or hereinafter owned, established, and/or maintained by the same.

The Commission shall have the following responsibilities:
A. 
Maintenance and administration of Roebling Park and Cooper Hall for the enjoyment of the people.
B. 
Care and administration of the Saxonburg Museum, for the education and enjoyment of people in the area.
C. 
Planning, organization, and implementation of community events for the benefit of the community.
2. 
Said Commission shall possess all of the powers and be subject to all the responsibilities conferred upon the Borough of Saxonburg, Butler County, Pennsylvania, by existing law, but no indebtedness or commitments chargeable to the Borough shall be incurred or made without prior Borough approval.

Roebling Park hours are from sunrise until 11:00 p.m., unless attending an authorized function at Cooper Hall previously approved by the SHRC.

1. 
Park Property: Shrubs, Flowers, Trees, Grass, Turf, Soil, Fences, or Rock Formations, No person shall pick, cut, break, remove, deface, or damage in any way any shrubs, flowers, trees, grass, turf, soil, fences, or rock formation located within the park.
2. 
Buildings, Structures, or Park Facilities. No person shall deface, damage, or misuse in any way buildings, structures, or other Borough facilities located within the park(s). No person shall remove any bench, seat, or table from the park or change the location thereof.
3. 
Wastepaper, Garbage, and Refuse. No person shall leave or otherwise dispose of any wastepaper, garbage, or refuse in the park except in receptacles designated for that purpose. Garbage and waste receptacles located in the park are for the use of park patrons only. Depositing in the park receptacles and dumpsters of wastepaper, garbage, or refuse generated from outside the park is prohibited.
4. 
Ponds, Streams, and Fountains. Wading or swimming in ponds, streams, fountains, or other water facilities is prohibited, unless designated for that purpose. Discharging of any type of waste or toxic materials into or otherwise contaminating any pond, stream, fountain, or water facility is prohibited.
5. 
Beverages. No person shall bring any alcoholic beverages into the park either for his own use or the use of any other person. No beverages shall be permitted in the park in glass bottles or containers, nor shall any beverages be served in glass containers.
6. 
No open fires, campfires, or recreational fires are permitted at any time. No charcoal or charcoal grills are permitted. Propane gas grills are permissible.
7. 
Facility Rental Agreements. Rental agreements are required to reserve Cooper Hall, the Roebling Park picnic shelter, and the park. Rental agreements are administered by the SHRC. Rental rates are established by motion of the SHRC and are available to the public.
8. 
Parking. All parking of vehicles is to be done on approved paved parking areas only. Parking in the grassy areas in or surrounding any park property is forbidden without consent of the responsible organization.
9. 
Weapons or Explosives. No person, other than an officer of the law, shall discharge any firearm or weapon within any park. No person shall possess, set off, or launch any fireworks, explosive devices, or rockets.
10. 
No skateboarding, bicycles, roller blades, or other vehicles are permitted unless previously arranged through the SHRC.
11. 
Pets shall be leashed at all times. Pet waste must be cleaned up and removed from park property immediately and shall not be disposed of in park garbage receptacles.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000, plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.

The provisions of this Part shall be severable, and if any section, part of a section or provision thereof shall be held to be unconstitutional, illegal or otherwise invalid, such decision shall not affect the validity of any of the remaining sections, parts of sections or provisions of this Part. It is hereby declared as a legislative intent that this Part would have been adopted had such unconstitutional, illegal or otherwise invalid provision not been a part hereof.

The Borough Council of the Borough of Saxonburg is hereby authorized and directed to execute any and all documents necessary to effectuate the purposes of this Part.
