There is hereby established a Department of Community Development which shall consist of a Director of Community Development, the Division of Planning and Zoning, the Division of Code Enforcement, the Division of Health, and such other divisions as from time to time may be authorized by the City Council and assigned to the Department of Community Development.

The Department of Community Development shall have responsibility in the areas of community development, including community planning, zoning, land clearance, site development, Building Code and Maintenance Code enforcement, economic development, housing and neighborhood preservation, health-related code enforcement and such other duties as from time to time may be authorized by the City Council.

There is hereby established the office of Director of Community Development. The Director shall be appointed by the City Administrator. The Director shall be chosen on the basis of administrative skills and training in the field of community development, with special reference to experience in or knowledge of accepted practices pertaining to the duties of this office as hereinafter set forth. The Director may be removed from office by the City Administrator.

A. 
The Director of Community Development, under the supervision of the City Administrator, shall exercise control and supervision over all employees assigned to the Department of Community Development.
B. 
The Director shall advise and make recommendations to the Planning Commission on matters relating to the growth and development of the City. In addition to the powers enumerated herein, the Director shall have the powers delegated to such position or subordinate positions by ordinances of the City, and such other duties as may be assigned by the City Administrator.

A. 
There is hereby established the office of Community Development Engineer/Project Manager. The Community Development Engineer/Project Manager shall have an engineering degree and shall have the specific duties and powers provided for in this Section.
B. 
The engineer shall advise the City Council and Planning Commission generally and specifically on engineering matters as the same pertains to development within the City.
C. 
It shall be the duty of the Community Development Engineer/Project Manager to inspect or to supervise the inspection of all site improvements within the City as frequently as may be necessary to ensure compliance with the applicable ordinances and codes of the City, and he/she shall have the authority to enforce all provisions of the ordinances of the City relating to site improvements and the construction thereof. The Community Development Engineer/Project Manager shall also issue such permits as may be required from time to time by the ordinances and codes of the City.
D. 
The Community Development Engineer/Project Manager shall have the power to order all work stopped on site development in the City when such work is being done in violation of any provisions of the City ordinances or codes. Such stop orders shall be given in writing and may be enforced when served in the manner provided in this Section. All work thus stopped shall not be resumed except upon the written permission of the engineer. Stop orders may be served by any Police Officer or Community Development Department employee, and may be served by personal service on any person who is supervising or is responsible for the work affected by the order or by posting on the premises on which the work is taking place.
E. 
The Community Development Engineer/Project Manager shall have the power to make or cause to be made, at any reasonable hour, entry into any development site premises where site development improvements are going on for the purpose of making inspection.

There is hereby established within the Department of Community Development a Division of Building and Code Enforcement. The Division shall be responsible for the review of all plans for the construction, reconstruction, or alteration of any structure in the City, and the inspection of such construction to ensure that all work is done in compliance with the City's building, plumbing, electrical, mechanical, and such other codes or ordinances as may from time to time be approved by the City Council.

There is hereby created the office of Building Commissioner. The Building Commissioner shall be appointed by the City Administrator and may be removed at any time by the City Administrator. The Building Commissioner shall have control and supervision over the Division of Building and Code Enforcement and all employees assigned to the Division, subject to the supervision of the Director of Community Development and the City Administrator.

There is hereby established within the Department of Community Development a Division of Health, Animal and Vector Control. The Division shall be responsible for enforcement of the health and animal codes and such other codes or ordinances as may from time to time be approved by the City Council.

There is hereby created the office of Health Officer. The Health Officer shall be appointed by the City Administrator and may be removed at any time by the City Administrator. The Health Officer shall have control and supervision over the Division of Health, Animal and Vector Control and all employees assigned to the Division, subject to the supervision of the Director of Community Development and the City Administrator.
