1. 
Spring Township wishes to insure quality construction in accordance with existing Township road design standards.
2. 
The Township wishes land development and subdivisions develop a policy and procedure for inspection of work related to subdivisions.
3. 
The Township shall require that at each phase or step of construction, the contractor or developer must notify the inspecting engineering firm and the Township prior to the start of the construction phase. Failure to notify the inspecting engineering firm shall be sufficient to find the work unacceptable and cause the work to be reperformed.
4. 
The Township will require the following inspection procedures to be followed during the construction phase with a description of work to be inspected:

Fine grading and compaction of street (subgrade preparation) per Township standards and approved designs
6
Placement of subbase to include fine grading and compaction
7
Placement of RCBC (each successive lift shall require inspection notification)
8
Placement of ID2 wearing course as a scratch coat
9
Placement of ID2 wearing course (as a general practice, no coring of top course shall be required)
10
Construction of curb and sidewalk
11
Stormwater control facilities ("as built" plans shall be provided to the Township by the developer's engineer)

The Township shall require all testing procedures used in the inspection process to adhere to the Pennsylvania Department of Transportation testing manual unless otherwise amended.
6. 
If coring is deemed necessary by the inspecting engineer, the cores shall be taken in accordance with random sampling procedures outlined in the Pennsylvania Department of Transportation testing manual. Core test results shall be provided to the Township.
7. 
The Township will require the inspecting engineer to perform each inspection phase. The developer or his contractor will not proceed to the next phase until all requirements of the previous phase have been satisfied.
8. 
The inspecting engineer shall provide full-time inspection for phases 7, 8 and 9. The inspecting engineer is responsible and shall assure that the final product meets the design of the planned construction. If the project is not properly prepared for phases 7, 8 and 9, then the job shall be stopped until such time as the project meets those design standards.
9. 
The Township shall be notified as to the inspector assigned by the engineering firm for to a specific project. The Township reserves the right to review the resume of any inspector to determine the individual's qualifications.
10. 
Any time the inspector is on site he will keep a daily log of construction and inspection activities. A record of the daily log will be kept at the engineer's office and copies will be made available upon request.

It will be the contractor's responsibility to notify the Township and the Township's inspecting engineer two days (48 hours) prior to moving on site. This initial notification is deemed to be very important.
12. 
All grading and compacting standards must be met prior to placement of bituminous materials.
13. 
The contractor shall be required to give three days notice to the Township and the Township's inspecting engineer and notify the same if work will not take place at the site. This will help reduce inspection costs.
14. 
Erosion and sedimentation inspections will be made on rain days as deemed necessary by the inspecting engineer.
15. 
Failure to notify inspecting engineer of progression of work may result in Township's rejection of uninspected work, i.e., paving prior to subgrade approval, paving without inspector on job site, etc.
