Transportation service areas, denominated "transportation service area north" and "transportation service area south," and as shown and described on the transportation service area map and in and by the accompanying narrative appearing in the Transportation Capital Improvements Plan, are hereby established.

1. 
Additional transportation services areas or subareas, or combinations of subareas, may be designated by the Board of Supervisors from time to time consistent with the procedures set forth in Article V-A of the MPC and in consideration of the following factors:
A. 
The Comprehensive Plan.
B. 
Any standards for adequate public facilities incorporated in the Transportation Capital Improvements Plan.
C. 
The projected build-out and timing of land development and subdivision areas.
D. 
The need for and cost of transportation improvements which are not set forth in the Transportation Capital Improvements Plan, but are necessary to support projected land development or subdivision.
E. 
Such other factors as the Board of Supervisors may deem relevant.

The transportation impact fee schedule, which appears as "Appendix 22A-4-A" to this chapter and which sets forth the transportation impact fee for each transportation service area and the calculation thereof, is hereby established. Appendix 22A-4-A is hereby fully incorporated by reference into this chapter as though fully set forth at length herein.

Fees collected from development in each transportation service area or subarea shall be used exclusively to fund transportation improvement projects scheduled for that area or subarea.
