A. 
There shall be a Department of Administration, the head of which shall be the Business Administrator. Prior to his appointment, the Business Administrator shall be qualified as required by the Charter. He need not be a resident of the Township unless and until Council shall otherwise require.
B. 
Within Department of Administration.
(1) 
Within the Department of Administration there shall be the State Uniform Construction Code Enforcing Agency and the Construction Board of Appeals as established by ordinance pursuant to P.L. 1975, c. 217.[1] In addition to such other officers and employees prescribed or permitted by law, there shall also be within the Department of Administration a Zoning Officer, who shall be responsible for the enforcement of the Township's Zoning Ordinance.[2]

(2) 
Within the Department of Administration there shall be an advisory committee designated as the "Green Team."

Under the direction and supervision of the Mayor, the Business Administrator shall:
A. 
Assist the Mayor in the direction and supervision of the departments in such manner as the Mayor may require.
B. 
Prepare and compile budget studies, analyses and schedules, assist in the conduct of departmental budget hearings during the month of November in each year and otherwise assist the Mayor in such manner as he shall require in the preparation of the annual municipal budget.
C. 
Develop and administer the municipality's personnel program and the complete system of personnel records of municipal officers and employees.
D. 
Prescribe and enforce rules and regulations for the efficient management of the municipal government, not inconsistent with the Charter and this code.
E. 
Coordinate the operation and administration of the various departments, offices, boards and agencies of the municipal government.
F. 
Maintain a continuing review and analysis of budget operations, work programs and costs of municipal services.
G. 
Serve as the Office of Purchasing Agent, administer the centralized purchasing system as set forth in the code and supervise municipal purchasing in accordance with applicable law.

H.

A. 
Within the Department of Administration there shall be the Green Team which shall be officially known as the "Washington Township Green Team" which shall be composed of no more than nine members appointed by the Mayor. The members shall serve for staggered terms of four years from the date of their appointment, except that, at the time of their initial appointment, three shall be appointed for a term of one year, three for a term of two years, two for a term of three years and two for a term of four years. All members shall serve without compensation. The Mayor shall designate one of the members to serve as Chairman of the Green Team.
B. 
The Green Team, within the limitations of available appropriations and grants, shall:
(1) 
Promote the education of employees, local businesses and residents of the Township in the benefits of recycling, including reduction, reuse and recycling of materials.
(2) 
Encourage municipal leaders to continue their commitment to sustainable environmentally approved practices and programs.
(3) 
Partner with local businesses to adopt or expand their own recycling programs.
(4) 
Work with schools and the library to educate children to promote environmentally beneficial goals through Green Team events and programs.
(5) 
Encourage and increase locally grown food through education in schools and a weekly farmers' market and community garden.
(6) 
Participate in special events recycling programs as well as daily recycling programs which include cell phone and electronic recycling.
(7) 
Promote sustainable or high-performance building design, construction and operation that have the potential to reduce or eliminate the negative impact of emissions and other environmental negative effects of commercial and residential buildings.
(8) 
Coordinate input with respect to the Township's webpage.
(9) 
Solicit and evaluate environmental ideas and suggestions from the community.
(10) 
Investigate and pursue grants to advance the goals of the Green Team.
