There shall be a Department of Public Safety, the head of which shall be the Director. The Department shall include the Office of Police, the Office of Traffic Supervision and the Office of Civil Defense.

Within the Department of Public Safety there shall be an Office of Police, which may be referred to as the "Police Department," the head of which shall be the Chief of Police. Under the direction and supervision of the Director, the Office of Police shall be organized in such manner as may have heretofore been authorized by the Township or may be hereafter authorized by the Council.[1] The appointment and assignment of all personnel other than special law enforcement officers to be appointed by the governing body pursuant to N.J.S.A. 40A:14-146.10 et seq. shall be by the Director with the approval of the Mayor.

The Office of Police, under the direction and supervision of the Director, shall:
A. 
Preserve the public peace; protect life and property; prevent crime; detect and arrest offenders against the penal law and ordinances effective within the municipality; suppress riots, mobs and insurrections; disperse unlawful or dangerous assemblages; and preserve order at all elections and public meetings and assemblages.
B. 
Administer and enforce laws and ordinances to regulate, direct, control and restrict the movement of vehicular and pedestrian traffic, including the marking and signing of roads to protect the safety and facilitate the convenience of motorists and pedestrians.
C. 
Remove all nuisances in the public streets, parks and other public places; inspect and observe all places of public amusement or assemblage and all places of business requiring any state or municipal license or permit, and report thereon to the appropriate department.
D. 
Provide proper police attendance and protection at fires.
E. 
Provide for attendance of its members in the Municipal Court as necessary for the prosecution and trial of persons charged with crimes and offenses, and cooperate fully with law enforcement and prosecuting authorities of federal, state, county and other local governments.
F. 
Operate a training program to maintain and improve the police efficiency of the members of the police force.
G. 
Recommend and supervise the installation and maintenance of an adequate and safe streetlighting system.

A. 
. Within the Department of Public Safety there shall be an Office of Emergency Management, which shall be headed by an Emergency Management Coordinator appointed by the Mayor pursuant to law (N.J.S.A. App. A 9-40.1). The Emergency Management Coordinator, subject to fulfilling the requirements of said law, shall serve for a term of three years.
B. 
The Office of Emergency Management shall have the powers and duties prescribed by law. It shall consist of no more than 15 persons who shall be appointed by and serve at the pleasure of the Mayor.
C. 
The Director shall appoint a Deputy Emergency Management Coordinator with the approval of the Mayor. The Deputy, whenever possible, shall be appointed from among the salaried officers or employees of the Township.

A. 
Within the Department of Public Safety there shall be an Office of Traffic Supervision, the head of which shall be the Chief of Police.
B. 
Organization. The Office of Traffic Supervision shall consist of special law enforcement officers appointed by the governing body pursuant to N.J.S.A. 40A:146.8 et seq., except that such law enforcement officers shall not be authorized or empowered to bear arms nor qualify for the same. All special law enforcement officers appointed to perform the duties of this Office shall not be assigned or allocated as special law enforcement officers to perform duties under the Office of Police.

The Office of Traffic Supervision shall perform the following duties:
A. 
Administer and enforce laws and ordinances that direct, control and restrict the parking of vehicular traffic anywhere within the Township of Washington.[1]

B. 
Have the power to issue and serve summonses and uniform traffic tickets in connection with violation of any statutes, laws and municipal ordinances affecting the parking of vehicles within the Township of Washington.

A. 
Within the Department of Public Safety, there shall be not less than one Municipal Humane Law Enforcement Officer who shall be appointed by the Mayor upon the recommendation of the Chief of Police and with the approval of the Director of Public Safety.
B. 
The Municipal Humane Law Enforcement Officer shall have the power and authority within the Township to act as a municipal humane law enforcement officer to:
(1) 
Enforce all animal welfare and animal cruelty laws of the State of New Jersey and ordinances of the Township;
(2) 
Investigate and sign complaints concerning any violation of an animal welfare or animal cruelty law of the State of New Jersey or ordinance of the Township; and
(3) 
Act as an officer for the detection, apprehension, and arrest of offenders against the animal welfare and animal cruelty laws of the State of New Jersey and ordinances of the Township.
C. 
The Municipal Humane Law Enforcement Officer shall:
(1) 
Abide by the provisions of Chapter 22 of Title 4 of the Revised Statutes and all other applicable laws and regulations;
(2) 
Satisfactorily complete the training course developed pursuant to Subsection a. of § 11 of P.L. 2005, c. 372 (N.J.S.A. 4:22-11.11), subject to the provisions of Subsection c. of § 11 of P.L. 2005, c. 372 (N.J.S.A. 4:2211.11) as applicable, as soon as practicable, but no later than one year after the date on which the officer's designation is approved by the Chief of Police;
(3) 
Refer all complaints for violations of the provisions of Subsection c. of N.J.S.A. 4:22-17 to the county prosecutor for investigation and prosecution, or any other appropriate legal action, except that such Municipal Humane Law Enforcement Officer may take any action necessary, within the authority granted pursuant to Chapter 22 of Title 4 of the Revised Statutes, to respond to an emergency situation;
(4) 
Provide notice to the county animal cruelty prosecutor designated pursuant to Paragraph (1) of Subsection a. of § 28 of P.L. 2017, c. 331 (N.J.S.A. 4:22-14.4) within five businesses days after the receipt of any complaint of a violation of any provision of Article 2 (N.J.S.A. 4:22-15 et seq.) of Chapter 22 of Title 4 of the Revised Statutes, regardless of whether the violation is referred to the county prosecutor pursuant to Subsection C(3) of this section. The notice shall contain, at minimum, a brief description of the offense alleged; and
(5) 
Submit, by October 1 of each year, a report to the animal cruelty prosecutor designated pursuant to Subsection a. of § 28 of P.L. 2017, c. 331 (N.J.S.A. 4:22-14.4), which shall include, for the most recently concluded state fiscal year, the number of complaints received for each offense under Article 2 (N.J.S.A. 4:22-15 et seq.) of Chapter 22 of Title 4 of the Revised Statutes and the number of cases referred to the county prosecutor, and may contain any policy recommendations or concerns of the municipal humane law enforcement officer related to animal cruelty law enforcement in the municipality.
