Grease, oil and sand interceptors shall be provided by and at the expense of a property owner when they are necessary for the proper handling of liquid wastes containing grease in excessive amounts, or containing any flammable wastes, sand and other harmful ingredients, except that such interceptors shall not be required for private living quarters or dwelling units. All interceptors shall be of a type and capacity sufficient to meet the needs of the facility and shall be located as to be readily and easily accessible for cleaning and inspection. Grease and oil interceptors shall be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperature. They shall be of substantial construction, watertight and equipped with easily removable covers which, when bolted in place, shall be gas-tight and watertight.

The following establishments are required to have appropriate interceptors:
A. 
Restaurants.
B. 
Vehicle repair and maintenance facilities.
C. 
Car washes.
All other facilities will be required to have interceptors when in the opinion of the Enforcement Officer they are necessary.
3. 
Where installed, all grease, oil and sand interceptors shall be maintained by the owner, at his/her expense, in continuously efficient operation.
4. 
The Enforcement Officer, for purposes of this Part, shall be that person so designated by the Richmond Township Municipal Authority.
5. 
This Part shall be enforced by the Richmond Township Municipal Authority in the manner and by the person or persons so designated by said Authority.
6. 
Any violation of this Part shall be punishable by a fine not exceeding $600 and/or imprisonment not exceeding 30 days. Each day that a violation exists shall be considered a separate offense.
