The Council of the Borough of Ben Avon finds that:
A. 
The presence of political signs on Borough property may create a false impression that the Borough is not neutral with respect to a given political candidate, issue or matter.
B. 
The presence of political signs on Borough property has been found to interfere with maintenance of the property.

1. 
No political signs shall be posted and/or affixed to any Borough owned property, except that this prohibition shall not apply:
A. 
To any political signs posted within the confines of any Borough premises that are leased to a private third party.
B. 
Where Borough premises are used as polling places, political signs shall be permitted pursuant to the Pennsylvania Election Code, 25 P.S. § 2600 et seq., and regulations promulgated by the Allegheny County Department of Elections.

For purposes of this Part, political signs are those signs announcing, or advocating for or against, any candidate for public office, political parties, political causes or any issue contained on an upcoming election ballot.
