As used in this article, the following terms shall have the meanings indicated:
DIRECTOR
The Director of Parks and Recreation.

PARKS
All lands and waters under the control of the Department of Park and Recreation or that may come under its control while this article is in effect.
PERSON
Individual persons, groups or organizations who shall request use of the facilities as indicated in this article or who shall use such facilities.
A. 
As part of the Warrington Township Park and Recreation Department, a Park and Recreation Board is hereby established with all those powers enumerated in the Second Class Township Code,[1] Article XXII, and particularly the power to equip, operate and maintain parks, recreation areas and facilities.

B. 
The Board's jurisdiction shall include, though not be limited to, the swim club, facilities development, budgeting, and field coordination.

A. 
The Board shall consist of seven members to be appointed by the Supervisors and shall serve a term of five years or until their successor is appointed, except that the members first appointed shall be appointed for such terms that the terms of not more than two shall expire annually thereafter. Members shall serve without pay. One of the seven members appointed to the Board by the Supervisors shall be a current elected or appointed representative from Warrington to the Central Bucks School Board. Should all eligible school board representatives from Warrington decline to serve as a member of the Park and Recreation Board, this vacancy may be filled by any other qualified person in the Township. Termination or expiration of the school director's term shall not be reason for disqualification of that member to serve the remainder of the term on the Board of the Park and Recreation Department. All persons appointed shall serve their full terms unless voluntarily resigned, or removed from the office by the Supervisors for dereliction or neglect of duty. Vacancies occurring for other than expired terms shall be filled in the manner of original appointments for the unexpired portion of the term.

B. 
The Board along with the Director shall be responsible to develop and maintain a comprehensive recreation program for young adults and senior citizens.

C. 
The Board will be involved with and have input about the budget. The Board does not write the budget nor prepare it. The Director shall thereafter administer those programs and activities as approved and funded by the Supervisors.

D. 
The Board may utilize volunteers to assist Board members in developing and maintaining recreation programs and any other activities that the Board undertakes.

A. 
The Board of Supervisors does hereby create the position of Director of Parks and Recreation with the authority to enforce this article, and to recommend for adoption such rules and regulations as are deemed necessary to exercise general supervision over persons occupying or using the parks and recreation areas within the Township.
B. 
The Director shall supervise the office management of the Recreation Department including financial accountability of the Department's expenditures, inventory control of supplies and equipment, and supervision of staff and programs.
C. 
The Director shall be a nonvoting member of the Park and Recreation Board. The Director shall report on a regular basis to the Board of Supervisors recommendations and the business of the Warrington Township Park and Recreation Department.
