The following fees have been established by
resolution of Borough Council.
Fees for circuses and carnivals shall be as
follows:
A. Circus or carnival for each day of operation: $100/day.
B. Amusement ride: $10/day; $50/week.

Fees for construction activities (regulated
by BOCA codes) shall be as follows:
A. New construction and additions.
(1) The permit fee for all new construction and additions
to existing structures shall be determined by the Building Officer
by multiplying gross square footage of the new construction or addition
by the most current regional construction cost data, as established
and published from time to time by BOCA International, by the permit
fee multiplier of .006.
(2) Use Groups shall include the following:

(3) Types of construction shall include the following:
1A, 1B, 2A, 2B, 2C, 3A, 3B, 4, 5A and 5B, which are defined in the
BOCA Basic Building Code.
B. Other construction.
(1) Alterations and rehabilitation. Except as otherwise
provided hereinafter, the permit fee for construction involving the
alteration and/or rehabilitation of existing structures shall be determined
by the Building Official by multiplying the gross square footage of
the area to be altered or rehabilitated by 1/2 of the most recent
regional construction cost data, as established and published from
time to time by BOCA International, by the permit fee multiplier of
0.006. The minimum fee charged will be the current hourly wage charge
to the Borough of Lewisburg by the Building Codes Official. Structures
included in these fees are:
(a)
Freestanding accessory buildings.
(b)
Decks more than 18 inches above grade or greater
than 50 square feet or with utilities.
(c)
Residential roof replacement of entire roof
structure.
(d)
Commercial-industrial roofing.
(f)
Residential patio roof-car port.
(h)
Swimming pools/residential and commercial.
(i)
Unspecified construction.
(2) Demolition and moving of buildings.
(a)
Moving of building: $250.
(b)
Demolition of structures with utilities:

Fees for all other buildings will be charged
by multiplying the gross square footage times 1/2 of the most recent
regional cost data, as established and published from time to time
by BOCA International, by the permit fee multiplier of 0.006. The
minimum fee will be the current hourly rate charged to the Borough
of Lewisburg by the Building Codes Official.
(3) Periodic inspections.
(a)
All inspection fees will be charged at the current
hourly rate charged the Borough of Lewisburg by the Building Codes
Official. The minimum fee charged shall be the rate of 1/2 hour. This
will include apartments, hotels/motels, signs, commercial and industrial
buildings.
(b)
For the purpose of the above periodic inspection
fees, all structures owned, leased or used by schools, both public
and private, churches, public or quasi-public bodies shall be treated
as commercial, except for dormitories which shall be treated as dwellings
or rooming units.
All services, inspections, investigations, prosecution
preparation, or any other work performed in the administration of
the building codes enforcement program which are not specifically
mentioned hereinabove or in those situations where the schedule of
fees is not reasonably sufficient to cover the cost of administrating
the code enforcement activities shall be charged at the hourly rate
then in effect for services charged by the Building Codes Officers
to the Borough. For complaint investigations which result in a finding
of no violation, no fee shall be charged to the alleged violator.

Pursuant to §
300-5C, the permit fee for sidewalk and curb construction shall be $25.
Fees for driveway construction shall be as follows:
Fees for fire escrow shall be as follows:
A. Administrative fee: $350.

A. The number of available parking spaces and the monthly permit fee
to be paid for a parking permit in the following off-street municipal
parking lots shall be as follows:
(1) Municipal Parking Lot No. 1: 20 spaces and $35 per month;
(2) Municipal Parking Lot No. 2: 30 spaces and $35 per month;
(3) Municipal Parking Lot No. 6: 48 spaces and $35 per month.
B. A parking permit shall be issued for a period of one month to 12
months in a calendar year.
C. Applications for parking permits shall not be accepted until after
December 15 of the preceding calendar year and shall be considered
in the order that they are received.

Fees for refuse, collection and disposal of (placed at ground
level), shall be as follows:
A. From each dwelling unit, a flat fee of $60 per quarter, except with
respect to rooming and boarding houses, which shall pay a flat fee
of $60 per quarter for each family residing therein, and with respect
to apartment houses and multifamily dwellings, which shall pay a flat
fee of $60 per quarter for each dwelling unit therein, less a reduction
of 17.5% in the total flat fee to be paid when there are 50 or more
units.
B. From each home occupation and/or professional office, a flat fee
of $60 per quarter in addition to the fee for any dwelling unit.
C. From each hotel, restaurant, school, church, institution, commercial
and industrial establishment, fraternity and sorority house, etc.,
with a bulk container, $11 per pickup for each cubic yard of bulk
container. Bulk containers have a capacity of two, three and four
cubic yards and will be supplied by the Borough. The capacity of the
bulk container to be supplied by the Borough shall be determined by
the Borough Manager.
D. From each hotel, restaurant, school, church, institution, commercial
and industrial establishment, fraternity and sorority house, etc.,
without a bulk container, a flat fee of $60 per quarter in addition
to the fee for any dwelling unit.
E. Any apartment houses, multifamily dwellings, etc., with three or more dwelling units which desires a bulk container shall pay a service charge of $15 per month in addition to the fee set forth in Subsection
A above.
F. For temporary dumpsters for houses and commercial establishments:
(1) A fee of $50 shall be charged for the placement of a temporary dumpster
for 30 days;
(2) A fee of $25 shall be charged for each additional month the temporary
dumpster is required; and
(3) A dumping fee of $22 for a two-cubic-yard container, $33 for a three-cubic-yard
container, and $44 for a four-cubic-yard container shall be charged.

Fees for street excavation permits shall be
as follows:
A. Fees for street excavations:
(1)
Permit application fee: $50.
(2)
Fee per 100 linear feet of opening: $40.
(3)
Fee per surface opening of less than 36 square
feet: $30.
(4)
Inspection fee (when required): $90 per hour.
(5)
Six-month extension fee: $25.
(6)
Amendment to permit fee: $25.
B. Degradation fees for pavement excavations occurring
in pavements less than five years old:

A. Plan processing fees. The following fees shall be paid for the processing,
review, and evaluation of proposed subdivision and/or land development
plans under the jurisdiction of the Borough of Lewisburg Subdivision
and Land Development Ordinance. All such fees shall be paid to the Borough of Lewisburg
and shall be paid at the time of application and plan filing. No plans
shall be considered filed until the appropriate fee is received.

Sketch plans - no charge.
(2)
Subdivision Plans:
(a)
Add-on Subdivisions (lot additions): $300, plus $25 per lot
or unit beginning with the first lot or unit; and
(b)
Subdivisions: $600, plus $25 per lot or unit (includes residual
as lot) beginning with the first lot or unit.
(3)
Land development plans: $600.
(4)
Combined subdivision/land development plans: $600 plus $25 per
lot or unit beginning with the first lot or unit.
(5)
Final plans (if necessary after a preliminary plan): $300.
(6)
Preliminary opinion pursuant to PA MPC: $1,000.
(7)
Stormwater and/or drainage plans: $600.
B. Reviews by others. The applicant shall reimburse the Borough of Lewisburg
for all reasonable and necessary charges (as per the PA MPC) by the
Borough Engineer or other specialized consultants for review of subdivision
and land development plans where the Planning Commission deems such
review necessary. All engineering or consulting fees shall be in accordance
with the ordinary and customary charges by the Borough Engineer or
consultant for similar service in the community, but in no event shall
the fees exceed the rate or cost charged by the engineer or consultant
to the Borough when fees are not reimbursed or otherwise imposed on
applicants. Plans will not be approved nor released for recording
until all fees are paid in full.
C. Inspection fees. Where improvements are required by the Borough to
be installed, as a condition of final approval of a subdivision or
land development plan, said improvements must be inspected by the
Borough Engineer at intervals during construction and upon completion.
The applicant shall reimburse the Borough for all reasonable and necessary
expenses associated with the inspection of improvements by the Borough
Engineer.
Fees for transient retail merchants shall be
as follows:
A. Registration fees:

One month (or fraction): $ 50.
(4)
One year (or fraction): $100.

The zoning fee schedule shall be as follows:
A. Zoning permit fees.
(1)
Residential: $70, plus $1 for the first $10,000 of construction
costs and $2 per $1,000 of construction costs in excess of $10,000;
(2)
Commercial: $70, plus $2 per $1,000 of construction costs;
(3)
Accessory: $70 for the first $10,000 of construction costs and
$2 per $1,000 of construction costs in excess of $10,000;
(4)
Signs: $70 for the first sign and $35 for each additional sign,
provided it is on the same lot and part of the same application;
(7)
Pools: $70 for the first $10,000 of construction costs, plus
$2 per $1,000 of construction costs in excess of $10,000;
(9)
Cell towers:
(a)
Within the public right-of-way: $1,000, plus a deposit of $1,500
to pay for all costs and expenses incurred, provided that the applicant
shall be responsible for all costs and expenses in excess of such
deposit;
(b)
At an existing location not within the public right-of-way:
$1,000, plus a deposit of $2,500 to pay for all costs and expenses
incurred, provided that the applicant shall be responsible for all
costs and expenses in excess of such deposit; and
(c)
At a new location not within the public right-of-way: $1,000,
plus a deposit of $5,000 to pay for all costs and expenses incurred,
provided that the applicant shall be responsible for all costs and
expenses in excess of such deposit.
B. Zoning hearing fees.
(1)
Appeals and requests for special exceptions, variances and conditional
uses: $600, plus $150 for each additional proceeding;
(2)
Challenges (validity, substantive and procedural) and curative
amendments: $1,250, plus $150 for each additional proceeding;
(3)
Rezoning (map and/or ordinance) amendment: $2,250;
(4)
Rezoning (only): $1,250; and
(5)
Requests for zoning amendments: $1,000.

Pursuant to §
100-7B of Article
II of Chapter
100 of the Code of the Borough of Lewisburg, being part of Ordinance No. 2014, enacted June 17, 2014, the application fee for a regulated social gathering permit shall be $40. The aforesaid fee shall become effective July 21, 2015, and shall continue in effect until otherwise changed by further resolution of the Borough Council.

A. The fee
for short-term rental unit license and inspection shall be $80 per
dwelling or rooming unit inspected.
B. This
fee shall be an initial license fee and a renewal license renewal
fee
C. This
license fee shall be due once every 12 months for non-owner-occupied
units, designated as STR2 or STR3 as defined in Ordinance No. 1065 or once every 24 months for owner-occupied units, designated
as STR1, BBH or BBI as defined in Ordinance No. 1065.
D. The fee
shall be billed directly to the property owner prior to the expiration
date of the existing license.
E. This
license fee includes one inspection of such property and one reinspection
of any deficiencies found at this initial inspection.
F. Further
reinspections shall be $25 per unit requiring reinspection.
G. If a
person with whom a license inspection has been scheduled fails to
be present at the scheduled time and place or fails to provide interior
access to the unit, without providing notice at least 24 hours in
advance of the time scheduled for such inspection, a no-show fee of
$25 may be charged to the property owner.
H. Failure
to pay any fee due within 90 days of billing date will result in a
late fee of $25 per license charged to the property owner.
