It shall be unlawful for any person to deposit, place or leave
on any public or private property bodily substances such as, but not
limited to, urine, feces, contaminated blood or other infectious bodily
fluid. This does not include the depositing, placing or leaving the
bodily substance in a manner and in such a way that is legal or otherwise
conforms to commonly accepted health standards.
