It shall be unlawful for any person, other than a publicly maintained and supervised zoo or zoological garden, a licensed and authorized circus, an accredited and licensed educational institution, or an accredited and licensed medical or pharmaceutical laboratory maintained and operated by a corporation, firm, hospital, or health maintenance organization in which there is a laboratory for the primary benefit of human health care, to keep and maintain, or permit to be kept or maintained, any exotic or wild animal as deemed in the definition of "exotic/wild animal" in § 144-2.
It shall be unlawful for any person to own, keep or harbor livestock, horses or farm animals within the Village without a special permit issued by the Village Chief of Police. A permit shall be issued only upon written application, specifying the type of livestock or animal, the location where it will be kept, and the desired number. A special permit, if granted, shall be for a period of up to one year, subject to renewal upon application, and shall state the type of livestock or animal to be kept, the location, and number permitted. A special permit may only be issued for purposes of promoting the education of proper animal husbandry. Nothing in this section shall be construed as granting permission to keep or house live animals or fowl in violation of any building or subdivision restrictions or in contravention of any provision of the zoning ordinance of the Village.
