Each person who shall own property connected to the public sewers of the Borough of Folcroft shall pay a sewer rental fee at the rate of $7.25 per thousand gallons of water consumed or a fraction thereof and $10 per dwelling unit. The minimum charge, regardless of the amount of water consumed, shall be $100. New consumers shall pay an amount based on the minimum yearly rental of $100, said amount to be apportioned on a monthly basis predicated on the date of settlement for the said premises.

A. 
Discounts. A 2% discount of the rental amount will be allowed if paid before the 31st of March. The flat amount period and charge will operate until the 31st day of May. A penalty of 10% will be added to unpaid bills after the first of June.
B. 
Penalties and interest.

(1) 
If any quarterly or annual installment of sewer rents or refuse disposal and collection fees are not paid with 30 days after the date of the bill, a penalty of 10% shall be added thereto; of the quarterly or annual payment plus penalty is not paid within 60 days from the date of the bill, the aggregate amount thereof shall bear interest from the penalty date at the rate of one-half of one-percent per month or fraction thereof.
(2) 
Collection of delinquent sewer rents or refuse fees. Any unpaid sewer rent or refuse collection and disposal fee, together with penalties and interest thereon, as provided by Subsection B(1) above, an any and all delinquent costs, shall be a lien on the property served, which may be collected by a civil action, by distress, by lien filed in the nature of municipal claim or by termination of services as and to the extent provided by law.
(3) 
Reimbursement to the Borough of administrative cost, expenses and legal fees. Any and all costs, expenses or attorney's fees incurred by the Borough of Folcroft in furtherance of the collection of any unpaid or delinquent sewer rents or refuse disposal fee shall be added to the unpaid sewer rent or refuse collection and disposal fees, and along with the penalties and interest provided by Subsection B(1) above and the aggregate of same of be entered as a lien on the property served, to be collected or executed upon by one of the methods provided by Subsection B(2) of this section.

The sewer rental or charge to be collected by the Borough for the year 2008 is estimated to produce $638,318 for the current sewer rents collected, plus $0 from other sources credited to the sewer fund, for the total revenue of $638,318 with total payments or charges against said funds of $638,318 as reflected in the "Sewer Fund Expenditures" portion of the budget for 2008, duly adopted, said charges being found to be required to meet the following obligations chargeable to such funds, after deduction of the cash balance from prior years:
A. 
The Borough's share of the Muckinipates Authority expenses;
B. 
The Borough's share of the Darby Creek Joint Authority expenses;
C. 
Maintenance, repairs and operating expenses of the Borough's sanitary sewers;
D. 
Maintenance, repairs and operating expenses of the Borough's pumping station;
E. 
Commissions to the collector and collection expenses;
F. 
Advertising and printing;
G. 
Legal expenses;
H. 
Premium for sewer rental collector's bond;
I. 
Philadelphia Suburban Water Company for the cost of securing water consumption data;
J. 
That portion of the Borough's own administration expenses properly chargeable to sewer rental;
K. 
Amount to be paid to the Muckinipates Authority for debt services as required by agreement;
L. 
Amount to be paid to the Darby Creek Joint Authority for debt services as required by agreement.

Said sewer rental shall be collected by the Duly Elected Tax Collector of the Borough of Folcroft.

Representatives to the sewer authorities shall receive such salaries and compensations as determined and set forth in the salary ordinance or by resolution.
