The rank of Lieutenant of Police in the Police Department of the Borough of Upland be and the same is hereby established.
Qualifications for the position of Lieutenant are established:
A. 
The applicant must be a citizen of the United States of America.
B. 
The applicant must be at least 25 years of age at the time of the testing for the position of Lieutenant.
C. 
The applicant must be a high school graduate or its equivalent.
D. 
The applicant must be a graduate of the Delaware County Police Academy or otherwise certified by the Municipal Police Officers' Education and Training Commission in strict accordance and compliance with the dictates of Act 120 (codified at 53 Pa.C.S.A. § 2161 et seq.).
E. 
The applicant must be of good moral character and have no misdemeanor or felony convictions.
F. 
The applicant must possess a current valid unrestricted Pennsylvania operator's license (except for restriction of wearing corrective lenses) and must maintain his/her license during his/her tenure as a police officer.
G. 
Each applicant must be physically, psychologically and medically fit for the performance of the duties of a Police Lieutenant.
H. 
Each applicant must have served as a member of the Upland Police Department for a minimum of seven years full-time service and have served as a Corporal or Sergeant in the Upland Police Department for a minimum of one year.
I. 
For all other promotion or for such promotions requiring special scientific, professional, technical, clerical, electronic or mechanical skills, the Upland Borough Civil Service Commission shall specify qualifications for the position.
Duties for the position of Lieutenant shall include, but are not limited to:
A. 
Policy formulation. The authority to initiate departmental policies, including the power to issue general directives and regulations in consultation with the Chief of Police and the Mayor.
B. 
Policy implementation. The authority to develop and change programs of the department in consultation with the Chief of Police and the Mayor.
C. 
Overall personnel administration responsibility. Assisting the Chief of Police and the Mayor in hiring, serious disciplinary actions and dismissals.
D. 
Budget making. Assisting in the preparation of proposed police budgets with the Chief of Police.
E. 
Purchasing role. Assisting the Chief of Police in the purchasing process of police department equipment and supplies.
