The Mayor is hereby authorized and directed to establish zones to be known as "parking meter zones" in such streets and public places as may from time to time be designated for such purposes by the Town Council.
Parking meters installed in the parking meter zone, established as provided in § 154-35, shall be placed upon the walk adjacent to the individual parking spaces hereinafter described. Each parking meter shall be placed in such manner as to show by a signal whether the parking space adjacent to such meter is legally in use. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Town and, when operated, shall indicate the duration of the period of legal parking and, on expiration of such period, shall indicate illegal or overtime parking.
The General Superintendent shall have lines painted upon the street adjacent to such parking meter for the purpose of designating the parking space for which such meter is to be used, and each vehicle parking adjacent to any parking meter shall park within the line so established and with the foremost part of such vehicle nearest to such meter.

A. 
When a vehicle shall be parked in any parking space adjacent to which a parking meter is located in accordance with the provisions of this article, the operator of such vehicle shall, upon entering the parking space, immediately deposit or cause to be deposited coins in the proper slot of such parking meter and put such meter in operation by turning the handle provided. Failure to deposit such coins and turn such handle shall constitute a breach of this section and shall subject such person to the penalties prescribed in § 154-58 of this chapter.
B. 
If such vehicle shall remain parked in any such parking space beyond the parking time limit fixed for such parking space, the parking meter shall by its dial and pointer indicate such illegal parking. The parking of a vehicle overtime or beyond the period of legal parking time in any such part of a street where such meter is located shall be a violation of this section and punished as set out in § 154-58. Commercial vehicles may park in the parking zones to load or unload merchandise without depositing coins for such reasonable time as may actually be required for the expeditious loading or unloading of merchandise or other materials, provided that such vehicle shall be made to stand as nearly as possible in a single parking meter space and in the manner required for parking in such space.
It shall be unlawful and a violation of this article for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of legal parking time established for any parking meter zone. It shall be unlawful and a violation of this section for any person to permit any vehicle to remain or be placed in any parking space adjacent to any parking meter while such meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period of time prescribed for such parking space.
It shall be unlawful for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article except employees of the Town in pursuance of their duties. Any person convicted of violating this section shall be guilty of a misdemeanor and punished as provided in § 1-6, General penalty, of this Code.
It shall be unlawful and a violation of this article to deposit or cause to be deposited in any parking meter any slugs or metallic substance or any other device or material except the coin specified.
The specified coin or coins required to be deposited in the parking meters are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the public streets and also the cost of supervision and regulating the parking of vehicles in the parking meter zones provided in this article and to cover the cost of purchasing, acquiring, installation, operation, maintenance, supervision, regulation and control of the parking meters and of off-street parking areas.
