A There shall be a Community Safety Section within the Civil Affairs Division consisting of auxiliary police officers, who shall be under the command and control of the Chief of Police and who shall report through the chain of command to the commanding officer of their respective bureau and division as promulgated in this chapter, to enhance the services and protection provided by the Department's sworn police officers.
A. 
The authority and operations of the Community Safety Section and the appointment, training, deployment and performance of its auxiliary police officers shall be governed by New Jersey Revised Statutes Appendix A:9-33 and any and all resulting executive orders of the Governor of the State of New Jersey, as well as the policies and procedures established in this chapter and the rules and regulations of the Wood-Ridge Police Department.
B. 
The number of auxiliary police officers shall be determined by the Mayor and Council. All auxiliary police officers shall be appointed by the Mayor with the advice and consent of the Council, subject to the policies and procedures established in this chapter.
A. 
Auxiliary police officers shall be responsible for providing assistance in the form of traffic and crowd control to the sworn police officers of the Police Department during times of disaster and emergency, as may be directed by the Chief of Police, or his or her designee, subject to the provisions of New Jersey Revised Statutes Appendix A:9-33 and any and all resulting executive orders of the Governor of the State of New Jersey, as well as the policies and procedures established in this chapter and the rules and regulations of the Wood-Ridge Police Department.
B. 
Auxiliary police officers shall exercise the authority afforded them by state statute only when on duty as ordered by the Chief of Police, or his or her designee, during times of disaster and/or emergency and when conducting bona fide training and/or continuing education under the supervision of sworn police officers.
C. 
In order to be prepared to perform their duties during times of disaster and/or emergency, auxiliary officers shall engage in training and continuing education during the course of the year, which shall include performing traffic and crowd control duties, under the supervision of sworn police officers, at civic events and public gatherings as ordered by the Chief of Police.
D. 
Auxiliary police officers shall be issued any such equipment or supplies necessary to perform their duties as determined by the Chief of Police, who shall also prescribe uniforms that the auxiliary officers are responsible for acquiring. Auxiliary police officers shall be responsible for the care and maintenance of their uniforms and equipment and shall wear the uniform of the day and possess any and all equipment as prescribed by the Chief of Police at all times when on duty.
To be eligible for appointment, all auxiliary police officers shall meet the qualifications pursuant to New Jersey Revised Statutes Appendix A:9-33 as well as the following requirements:
A. 
Be at least 18 years of age.
B. 
Be a citizen of the United States and a resident of Bergen County.
C. 
Be able to speak, read and write the English language.
D. 
Be of good moral character.
E. 
Be physically and mentally fit.
F. 
Possess a valid New Jersey driver's license.
G. 
Possess a high school diploma or general equivalency degree.
H. 
Be able to successfully complete all required pre-appointment and post-appointment screening, evaluation and training processes.
A. 
All qualified persons desiring to be appointed as auxiliary police officers shall submit a completed application to the Chief of Police.
B. 
All applicants will be subject to a background check, a motor vehicle driving record check and medical, physical, psychological, and/or drug screening examinations.
C. 
All applicants will be evaluated based upon their qualifications, education, work history and interviews with and recommendations of the Chief of Police as well as any other sworn officers and/or Borough officials involved in the evaluation and appointment process.
D. 
The Chief of Police shall recommend qualified applicants to the Mayor for appointment with the advice and consent of the Council.
E. 
After appointment by the Mayor and Council, all appointees shall swear or affirm an oath of office as an auxiliary police officer of the Borough of Wood-Ridge, shall be issued a badge and identification and shall report as ordered to the Chief of Police for training and deployment.
F. 
All appointees shall have one year from their date of appointment to successfully complete the auxiliary police training course at the Bergen County Police Academy. The Chief of Police, at his or her sole and absolute discretion, is authorized to grant an appointee an extension of one additional year to complete the course. Appointees who fail to successfully complete the course by the required deadline shall be immediately expelled from service.
A. 
Auxiliary police officers shall perform their duties, including training and continuing education, as volunteers and shall not be entitled to any salary, wages, benefits or other compensation, unless expressly permitted by state law.
B. 
auxiliary police officers shall receive an annual uniform allowance, the amount of which shall be determined by the Mayor and Council, and may be reimbursed for reasonable expenses, subject to the approval of the Chief of Police and the Borough Administrator.
C. 
Any and all policies and rules governing the appointment, retention, performance, conduct, deployment, scheduling, and/or duties of auxiliary police officers, not otherwise provided for in this chapter, shall be governed by the Borough of Wood-Ridge Employee Personnel Policy Hand book, the Salary Ordinance adopted annually by the Mayor and Council, the rules and regulations of the Wood-Ridge Police Department and the policies and decisions of the Chief of Police and the Borough Administrator.
