This chapter sets forth the uniform requirements for acceptance and discharge of trucked wastes to the sewage treatment plant of LASA.
A. 
The objectives of this chapter are:
(1) 
To provide a program for the environmentally sound and cost-effective disposal of trucked wastes.
(2) 
To provide an alternative opportunity to recycle and reclaim wastewater and sludge/biosolids.
(3) 
To prevent the introduction of pollutants into the sewage treatment plant which would interfere with the operation of the treatment plant or contaminate the resulting sludge/biosolids.
This chapter provides for the regulation of haulers and generators of trucked wastes to the sewage treatment plant through the issuance of licenses and permits, authorizes testing, inspection and enforcement activities, requires user reporting, and provides for the setting of fees for the reasonable costs resulting from the program established herein.
A. 
This chapter shall apply to LASA and to all persons who are, by contract, license, permit or agreement with the Authority, users of this program. Dischargers of hauled industrial wastes who are determined to be significant industrial users under Chapter 60 shall apply for and obtain a permit under that section. Users who are determined not to be significant industrial users shall comply with this Chapter 165.
B. 
Except as otherwise provided herein, the Executive Director shall administer, implement, adjudicate, and enforce the provisions of this chapter.
