All ordinances inconsistent with or in conflict therewith are
hereby repealed.
If any section, subsection or paragraph of this chapter shall
be declared to be unconstitutional, invalid, or inoperative in whole
or in part by a court of competent jurisdiction, such section, subsection
or paragraph shall to the extent that is not unconstitutional, invalid
or inoperative remain in full force and effect, and no such determination
shall be deemed to invalidate the remaining sections, subsections
or paragraphs of this chapter. To this end, the provisions of each
section, subsection, paragraph of this chapter are hereby declared
to be severable.
This chapter shall take effect 20 days subsequent to passage
and publication according to law.
