There shall be in and for the Borough an Advisory Board of Health
in accordance with the provisions of N.J.S.A. 26:3-3.
The Advisory Board of Health shall consist of seven members
and shall be appointed by the Mayor and confirmed by the Council to
serve for four-year terms. The terms of not more than two members
shall expire in any one year, except in the case of vacancies, which
shall be filled for the unexpired terms only.
The Advisory Board of Health shall elect a Chairperson and Secretary
from among its own members. The Chairperson shall preside at all meetings
and the Secretary shall keep and maintain minutes of all meetings
of the Advisory Board of Health. All members of the Advisory Board
shall serve without compensation, except that the members of the Advisory
Board may be reimbursed by the Borough, with prior approval, for expenses
incurred while performing any function as a member of the Advisory
Board.
The powers and duties of the Advisory Board of Health are as
follows:
A. Advise
and consult with the Borough Council and Monmouth County Department
of Health with respect to the public health needs and programs of
the Borough.
B. Review
and make recommendations to the Borough Council and Monmouth County
Department of Health with respect to public health hazards in and
about the Borough.
C. Study
and report on proposed health-related ordinances to the Borough Council
and Monmouth County Department of Health.
The Advisory Board of Health shall not contract any debt or
debts of any kind beyond the amount of the appropriation made for
its use by the Mayor and Council of the Borough.
