In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 15-903 of this Part, the Township, in its discretion, may declare a snow and ice emergency (designated in this Part as a "snow emergency"). Information on the existence of a snow emergency shall be given by the Township through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.

1. 
After any snow emergency is declared, it shall be unlawful at any time during the continuance of the emergency for any person:
A. 
To park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in § 15-903.
B. 
To drive any motor vehicle on any such snow emergency route unless that vehicle is equipped with snow tires or chains.

The following are designated as snow emergency routes:

1. 
The parking of vehicles of any sort upon the cartway of the designated streets hereafter provided during snow emergencies (for purposes of this section, a "snow emergency" is defined as the period of time between the accumulation of any measurable snow or sleet upon a designated street until its substantial removal from same, or between the accumulation of a sufficient amount of ice as to render a designated street hazardous) is hereby prohibited.
2. 
In addition to any streets previously designated by Township ordinance, parking during snow emergencies is prohibited on the cartway of the following streets, along their entire length within West Cocalico Township:

The aforesaid prohibition shall extend to the full length and cartway breadth of the above-named streets (regardless of designation as lane, drive, etc.) during a snow emergency as defined above.

Any person, owner, or operator who violates this section is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of $15.
5. 
The Township shall, as soon as practical after the effective date of this section, erect such signs as shall be reasonably necessary to provide notice of the parking prohibition as provided in this section. Such signs shall bear the designation: "No Parking Until Snow Is Removed" and shall otherwise conform in size, shape, design, location, color, and number as may be required by the regulations of the Pennsylvania Department of Transportation.
6. 
Any parts of any ordinances specifically inconsistent with the provisions of this section are repealed.
7. 
This section shall take effect five days after enactment.

1. 
If, at any time during a period of snow emergency declared under § 15-901 of this Part, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this Part and, upon conviction, shall be sentenced to pay a fine of not more than $50 and costs.
2. 
If, at any time during a period of snow emergency declared under § 15-901 of this Part, a person shall drive a motor vehicle upon a snow emergency route, without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this Part, and, upon conviction, shall be sentenced to pay a fine of $50 and costs.
