As used in this Chapter, the following terms shall have the
meanings indicated:
CORPORATE SECURITY ADVISOR
A person employed to provide all the services rendered by
a security officer, as well as other specialized corporate security
services related to the protection of his employer's and/or principal's
resources and personnel. A licensed corporate security advisor may
carry a firearm and protective devices in accordance with the guidelines
established in this County Chapter. He/she shall be authorized to
exercise the same police powers granted to security officers while
on his/her employer's/principal's property.
COURIER (including an armed courier)
Uniformed person employed to carry out the task of protecting
and transporting of money and other valuables from one (1) designated
area to another. This licensee has the authority to conduct private
security services on the public streets of the County, but this authority
is limited to protecting property from activities which would impact
the property protected. A courier may carry an exposed firearm or
protective device under certain circumstances.
DESIGNATED AREA
The established property within the boundaries owned, leased
or rented by the employer of such security officer or watchman.
DESIGNATED COUNTY AGENCY
County department designated by the Jefferson County Missouri
Sheriff to issue licenses as prescribed by this Chapter or perform
other duties under this Chapter.
LICENSEE
Any corporate security advisor, courier, loss prevention
agent, patrol security officer, security officer or watchmen, who
holds a license issued by the County of Jefferson, State of Missouri.
LOSS PREVENTION AGENT
One who is unarmed, non-uniformed, and is responsible to
observe, investigate, apprehend, and prosecute shoplifters, fraud
checks, internal thefts, and the like. This individual is employed
to prevent theft by unobtrusive, alert skills.
PATROL SECURITY OFFICER
Armed or unarmed, uniformed position delegated all the responsibility
of a security officer with the authority to react to illegal action
by apprehension or detention. Persons, such as bank guards and hospital
security, are normally assigned to a particular designated post to
protect persons and property. This individual may also be responsible
for proactive, aggressive policing of the property they are hired
to protect. These responsibilities include foot patrol, response to
alarms, self-initiated activity such as car and pedestrian checks
on designated private property, investigations, apprehension or detention
of suspects, and assisting in prosecution. A patrol security officer
must be in uniform, unless otherwise approved by the Sheriff of Jefferson
County, and may or may not carry an exposed firearm, electronic control
weapon, or protective device.
PRINCIPAL(S)
The individual or individuals whom a corporate security advisor
is assigned to protect.
SECURITY OFFICER
A person employed with certain powers to protect life and
property on/in a designated area and who must be in uniform, unless
otherwise approved by the Sheriff of Jefferson County, and may or
may not carry an exposed firearm, electronic control weapon, or protective
device.
WATCHMAN
A person employed without any firearm, weapon or protective
device to perform the tasks of observation, protection and reporting
on/in a designated area.

A. The County shall have the power to license all couriers, loss prevention
agents, patrol security officers, security officers and watchmen serving
or acting in designated areas within the County and to regulate all
watchmen, security officers and couriers serving or acting in designated
areas within:
1.
The unincorporated County; and
2.
The incorporated areas of the County with the consent of the
Governing Body of the affected City, Town or Village; and no person
shall act as such without first having obtained such license as required
by this Chapter.

The Sheriff of Jefferson County and deputies thereof shall enforce
the provisions of this Chapter and shall have authority to issue citations
and summons and make arrests for any violation of this Chapter. The
form of the summons may be by uniform citation as set out in Rule
37 of the Missouri Rules or Court or by summons form as indicated
in the order creating the County Municipal Court.
