The Township Council finds that residents and property owners of the Township would be more effectively and efficiently served by its Police and Fire Departments, its ambulance corps, its Department of Public Works and by similar municipal services if readily visible house and building numbers were affixed to all such structures in the municipality.
The Department of Engineering shall develop and maintain maps indicating street names and house numbers. Such maps shall be distributable to all municipal departments having need for same.
A. 
It shall be the duty of the owners, occupants or lessee of all dwellings, rental buildings, condominium or cooperative buildings, apartment houses, commercial and industrial establishments and other buildings to number such buildings bearing the number assigned as the address to the building or property. The number so assigned to each building shall be displayed by the owner or occupant so that it may easily be read by a person seated in a vehicle on the adjoining street. The building number shall be in Arabic numerals, shall be located on the building or on a mailbox, post or other suitable holder, shall be reflective or lighted to be visible at night, and shall be positioned so that such number can be easily read by a person seated in a vehicle on the pavement of the roadway on which the property is situated. The designated number shall not be obstructed by shrubs or other materials and shall be in contrasting color to its background. The owners, occupants or lessees shall number such dwellings, rental buildings, condominium or cooperative buildings, apartment houses, commercial and industrial establishments and other buildings in accordance with the provisions of this section within 90 days after passage and publication of this code enactment.

B. 
The Department of Engineering shall be responsible for the assignment of a street address number, consistent with existing numbers, on all applications for new construction of principal buildings. The Chief Construction Official shall, on such applications and on all other applications for construction, require compliance with this section as a condition for the issuance of a building permit.
C. 
If the owner, occupant or lessee of any building covered hereby shall fail, refuse or neglect to post the number as required or replace it when necessary, the Chief Construction Official shall cause a written notice to be served on such person or the representative of such entity, as the case may be, directing that the number be properly posted or replaced. Any such person or entity not complying with said notice, within 15 days after receipt thereof, shall be deemed to be in violation of this article.
Within 90 days after the passage of this article, each party required to comply with this article shall cause house numbers to be posted conforming to this article. Nonconforming house numbers or other identification need not be removed, provided that numbers that comply are also posted. It shall be the duty of the Chief Construction Official to notify, by posting on the doorway and by ordinary mail, the owners and occupants who fail to comply with the provisions of this article. If not corrected within 15 days from such notification, the parties so notified shall be charged with violation of this article by service of summons issued by and returnable before the Municipal Court.
Any person, firm, corporation or other entity violating any of the provisions of this article shall, upon conviction thereof, be liable to the penalty stated in § 1-1 of Chapter 1, General Provisions.
