A. 
There shall be a Bloomfield Juneteenth Holiday Advisory Committee.
B. 
The Committee shall consist of seven residents of the Township, each of whom shall be appointed by the Mayor and shall have full member voting rights, and one Township Council liaison who shall be a nonvoting member.

C. 
Terms shall be staggered; three members shall be appointed for terms of one year, two members shall be appointed for terms of two years, and two members shall be appointed for terms of three years. The Council liaison shall be appointed to a term of one year.

D. 
Upon the expiration of a Committee member's initial term under this section, the Mayor shall either reappoint that Committee member or appoint his/her replacement for a term of either one, two, or three years. No member shall serve on the Committee longer than six consecutive years.
E. 
Vacancies shall be filled by the Mayor only for the unexpired term.
F. 
The Committee shall meet at least quarterly.
G. 
The members of this Committee shall not receive compensation for their services.
The duty and function of the Committee shall be to advance, through community effort or otherwise, education, cultural awareness, and celebration among the community and to make recommendations to the Mayor and Township Council for the development of programs of formal and informal education that will aid in building recognition and appreciation of this national holiday. Specifically, the Committee is charged with fostering good will and cooperation throughout the community by holding events and educational programs and participating in and organizing like-minded activities to educate the public. The Committee will be advisory in capacity and will not be responsible for budget, operations, programming, or fund-raising, but may consult with Township staff and officials as needed and/or requested.
