As used in this chapter, the following terms shall have the meanings indicated:
PRINTED MATERIAL
All newspapers, shoppers, circulars, leaflets, flyers, handbills and all similar materials, except that printed material shall not include material distributed by or on behalf of any charitable organization, for religious purposes, or by or on behalf of a political candidate or organization.
RECIPIENT
An owner, tenant or occupant of private property within the Borough.
SOLICITED
Having been ordered, subscribed to or requested by the recipient.
UNSOLICITED
Not having been ordered, subscribed to or requested by the recipient.
It shall be unlawful for any person to distribute, deliver, deposit, or cause to be distributed, delivered or deposited, any printed material to or upon any sidewalk, street, public right-of-way or other public place within the Borough or in or upon any unoccupied motor vehicle.
It shall be unlawful for any person to distribute, deliver or deposit, or cause to be distributed, delivered or deposited, any unsolicited printed material to or upon private property within the Borough, except under the following condition:
A. 
Unsolicited printed material may be delivered to or deposited on private property only if the printed material prominently and plainly displays an address to which the recipient may send written notice, as set forth below, requesting that all future deliveries of printed material to recipient cease or be suspended for a stated period of time.
B. 
It shall be a violation of this § 87-3 if unsolicited printed material is intentionally delivered to or deposited upon private property after the recipient has provided written notice to cease or suspend delivery, via certified mail, return receipt requested, in accordance with Subsection A, above.
Any person, firm or corporation convicted of a violation of any provision of this Chapter 87 shall be subject to a fine of not more than $500. Each delivery in violation of the terms hereof shall be deemed a separate offense.
