The Town of Southampton has long recognized the importance of,
and the value in, the humane treatment of animals. The Animal Welfare
Reserve Account of the Town of Southampton is established in order
to promote the safety and well-being of animals, including the safety
of pets during disasters and emergencies, to implement ethical population
control of feral animals by utilizing spay/neuter services, to provide
access to necessary vaccinations to prevent the spread of disease,
and to minimize the suffering of animals by providing necessary emergency
care, feeding, and housing of animals.
The Animal Welfare Reserve Account shall be funded by the following
sources, which shall not be exclusive:
A. Portions of revenues received in the Town of Southampton Justice Court through the collection of various fines and other court fees pursuant to §
8-6.4. An amount equal to 100% of the net revenues retained by the Town from the Animal Welfare surcharge mentioned in Town Code §
150-15B shall be used to fund budgetary appropriation(s) or by such other means as the Town Board, by resolution, deems appropriate;
B. Donations
or contributions;
C. Grant monies
fulfilling the purpose of this chapter from any other funding source
or agency; and
D. Such other
funds as may be legally appropriated or applied.
