The environment and utilities commission shall provide advice and recommendations to the city council and staff on matters within the commission's scope and duties and that have been referred to the commission by the city council, mayor, or city manager. The scope and duties of the environment and utilities commission shall include:
A. 
Tree preservation;
B. 
Habitat and natural communities conservation;
C. 
Williamson Act easements;
D. 
Agricultural land conservation;
E. 
Open space;
F. 
Energy;
G. 
Water, wastewater, and stormwater services and usage;
H. 
Refuse, recycling, and solid waste services and usage; and
I. 
Telecommunications services and usage.
The commission shall be the local advisory body pursuant to Section 2.20.121(C), for the city's representative to the Sacramento Regional Sanitation District, the Yolo-Solano Air Quality Management District, the Yolo Habitat Conservancy, and the Delta Protection Commission.
