The Hanover Township Senior Citizens Club is hereby incorporated as a Township organization. However, it shall be structured as a quasi-club. The club shall fall under the operations of the Township's Recreation and Park Administration Department, which Department shall be responsible in organizing, coordinating and implementing all activities, programs and events sponsored by the club.
A. 
The Senior Citizens Club shall elect an Executive Board consisting of a President, First Vice President, Second Vice President, Treasurer, Corresponding Secretary and Recording Secretary. Members of the club shall nominate the officers in the autumn of each year, with voting taking place at the club's December business meeting. Nominations may also be made from the floor during the meeting. The results of the voting, and installation of officers, shall take place at the club's December holiday luncheon. The Executive Board shall take office the following January 1. The terms of all officers, except the President, are unlimited. The President may only serve two consecutive one-year terms. Members of the Executive Board shall serve without remuneration.

In addition, the Township Committee shall not appoint or participate in the nomination or election of officers.
The governing body shall appropriate funds, as may be necessary, in the annual current fund budgets of the Township for the operation of the Senior Citizens Club, including but not limited to administrative expenses, activities, programs, and events. Funds for the club shall be appropriated and made available to the Recreation and Park Administration Department. In accordance with the Local Budget Law, N.J.S.A. 40A:4-1 et seq., the Department shall be responsible for the proper accounting and disbursement of all expenditures. The club shall not have any authority or control over the utilization of Township funds necessary for the operation of the club, or any activities sponsored by the Township on behalf of the club.
The club shall work in collaboration with the Department in offering advice and making recommendations as to proposed activities, programs, and events. However, ultimate responsibility in the development, coordination and scheduling of such activities, programs and events shall be the responsibility and sole discretion of the Superintendent of the Department.
If, after two years, the Senior Citizens Club believes that the arrangement of having it under the umbrella of the Township is not working out to its expectations, the club shall have the right of informing the Township Committee, through the Business Administrator, of its intention to opt out. The club shall notify the Township in writing, on or before January 1, 2026, of its decision. Commensurate with this provision, the Township Committee shall, at all times, have full power and authority in its sole discretion, to amend or supplement this chapter, to repeal any part of it, and/or repeal this chapter in its entirety.
The Senior Citizens Club shall be incorporated into the organizational structure of the Township effective January 1, 2024, and shall remain in full force.
