A. 
All bills are due and payable net cash when rendered. After the thirty-day collection period, a ten-percent penalty shall be added. If a water bill is not paid after 60 days of the date due, the Superintendent of the district shall cause the water to be turned off to the premises for which said bill remains unpaid, after notice of not less than 10 days.
B. 
Discontinued water service to the customer shall not be reestablished until the water charges are fully paid, together with an additional charge in an amount determined by resolution of the Town Board, not to exceed $100, for resumption of service.
All water rents and other lawful charges in connection with the water system shall be a lien upon real estate where such water is supplied. All water rents, penalties and other lawful charges remaining due and unpaid at the time the annual tax roll of the water district is made up shall be included therein and levied against the real property on which the water shall have been used, collected with and in the same manner as other Town taxes with the additional fees, charges and penalties incident to the collection of such taxes.
Usage charges and up-front tapping fees shall be determined by resolution of the Town Board from time to time. In connection with installation of any service line or other improvements, the Water Superintendent may require a bond for restoration of highway and other public improvements in an amount not to exceed the amount set forth in a resolution of the Town Board. Water service connections are subject to the approval of the Highway Superintendent as to compliance with applicable law and rules and regulations approved by resolution of the Town Board. Water use charges shall apply from the date of commencement of service and not less than 10 days notice of discontinuance shall be given to the Water Superintendent.
