of the Plumbing Code or regulations adopted thereunder shall be punished
by a fine of not less than $100 nor more than $500 for every such
offense and, in addition thereto, shall be guilty of a misdemeanor.
The owner of a building, structure or premises or part thereof where
anything in violation of this chapter shall be placed or shall exist

and, upon conviction thereof, shall be punished as herein provided.
The imposition of the penalties herein prescribed

appropriate action or proceeding to prevent an unlawful erection,
construction, reconstruction, alteration, repair, conversion, maintenance
or use or to restrain, correct or abate a violation or to prevent
an illegal act, conduct, business or use in or about any premises.
No oversight or dereliction of duty on the part
of the Inspector shall legalize the erecting, construction, alteration,
removal, use or occupancy of a building or structure that does not
conform to the provisions of the Plumbing Code.
