§ 66-1 Establishment and composition.

There is hereby established within the Department of Public Works Bureaus of Highway/Property, Utility Maintenance/Operations and Electric.

§ 66-2 Duties.

A. 

The Bureau of Highway/Property shall have charge of and supervision over the construction and maintenance of all Borough streets, alleys, public ways and stormwater facilities and the construction and maintenance of all Borough buildings and properties.

B. 

The Bureau of Utility Maintenance/Operation shall have charge of and supervision over the maintenance and operation of all Borough water and sanitary sewer lines, the operation and maintenance of all Borough sewage treatment facilities and the operation and maintenance of all Borough water supply, storage and distribution facilities and the appurtenances thereto.

C. 

The Bureau of Electric shall have charge of and supervision over the construction, operation and maintenance of all Borough electric distribution system and facilities.

§ 66-3 Director.

The Borough Council may appoint by Resolution a Director of the Department of Public Works who shall have full charge and supervision over all employees and operations of the Department of Public Works. The Director of the Department of Public Works shall report to the Borough Manager. The Borough Manager shall serve as Director of the Department of Public Works when none has been appointed by Borough Council.

§ 66-4 Supervisors.

There is hereby established the office of Supervisor of Highway/Property, Supervisor of Utility Maintenance/Operation and Supervisor of the Bureau of Electric, each who shall be head of their respective Bureau and shall supervise all employees assigned to the Bureau. The Supervisors shall each report to the Director of the Department of Public Works.

§ 66-5 Assignment of property.

Those physical assets of the water, sanitary sewer lines and the sanitary sewer plant formerly the property of the Middletown and Royalton Water Company shall be owned by the Middletown Borough Authority and leased to the Borough for operation by the Bureau of Utility Maintenance/Operation. All physical properties of the Borough, including the rights-of-way, parks, playgrounds and all municipal utilities facilities, shall be and are hereby assigned to the Bureau of Highway/Property.

§ 66-6 Bureau divisions.

A. 

The Bureau of Highway/Property shall have six divisions:

(1) 

Building maintenance.

(2) 

Highway maintenance.

(3) 

Playgrounds.

(4) 

Parks.

(5) 

Central garage.

(6) 

Stormwater.

B. 

The Bureau of Utility Maintenance/Operations shall have four divisions:

(1) 

Wastewater collection.

(2) 

Water transmission and distribution.

(3) 

Wastewater treatment.

(4) 

Water pumping.

C. 

The Bureau of Electric shall have no divisions.

§ 66-7 Employees.

A. 

The Bureaus of Highway/Property, Utility Maintenance/Operation and Electric shall have such employees as may, from time to time, be authorized by Council and hired by the Borough Manager. The Borough Manager shall maintain and distribute job classifications/descriptions, educational and/or skill requirements and pay levels. Nothing contained herein shall require the Borough to fill any vacancy existing in any job classification or to maintain a minimum number of employees within a classification.

B. 

All employees, regardless of Bureau, job classification or description, shall be available to perform duties throughout the various Bureaus within the Department of Public Works as may be assigned to them from time to time by the Borough Manager or his designee.
