The purpose of this article is to regulate the manner in which persons shall conduct themselves at the municipal dock facilities to ensure the protection of the public health, safety and welfare, and the protection of public property.
As used in this article, the following terms shall have the following meanings unless the context clearly indicates that a different meaning is intended:
MUNICIPAL DOCK FACILITIES
The land shown on a certain map entitled "Plan of lots to be leased by the City of Millville on the Maurice River" dated November 1959 and prepared by Maxwell C. Barber, City Engineer.
PERSON
A natural person, association, corporation, firm, partnership, trust or other legal entity.
A. 
Littering prohibited. No person shall discard, place or throw any bottles, cans, debris, garbage, glass, trash or litter of any kind upon the municipal dock facilities or the docks adjacent thereto.
B. 
Maintenance of dock. All docks shall be maintained in a clean and safe condition at all times. Any alterations and repairs which require a NJDEP permit shall be accomplished only after the permit has been secured.
C. 
Maintenance of land. The municipal dock facilities shall be maintained in a clean and safe condition at all times.
D. 
Maintenance of watercraft. All watercraft berthed at the municipal dock facilities shall be maintained in a clean and safe condition at all times, and shall conform to all applicable federal and state laws.
E. 
Pollution of river prohibited. No person shall throw any refuse or waste into the river adjacent to the municipal dock facilities. All surplus fish shall be properly disposed of by any person having the fish in his or her possession.
F. 
Unlawful occupancy of dock. No owner, operator or any person in charge of a watercraft shall permit the watercraft to occupy any dock adjacent to the municipal dock facilities without having a valid lease approved by the governing body of the City.
G. 
Further regulations. The Department of Parks and Public Property is hereby authorized to adopt and promulgate such further regulations as may be reasonably necessary to ensure the protection of the public health, safety and welfare at the municipal dock facilities.
Any person who shall violate any of the provisions of this article shall, upon conviction thereof, be subject to the penalties set forth in Chapter 1, General Provisions, Article III.
