Every local law or ordinance or supplemental to a local law or ordinance hereafter adopted or approved by the Town Board of the Town of Poughkeepsie, which is or may be required to be published in one or more newspapers in order to make such local law, ordinance, amendment or supplement effectual, may not be published in full, but it shall be sufficient to publish in such newspaper or newspapers a notice setting forth the title thereof, a brief description, in plain English, of the provisions thereof and a statement that the full text thereof is on file and may be inspected in the office of the Town Clerk.
Every local law or ordinance and every amendment or supplement to a local law or ordinance proposed for consideration, at the time the date for a public hearing or any adjourned public hearing, may be summarized by a member of the Town Board, and there shall not be any obligation to read the proposed local law, ordinance, amendment or supplement verbatim, and a summary of the proposed local law or ordinance and every amendment and supplement to the local law or ordinance, unless requested by the public, may be adopted on a summary statement of its purpose in lieu of a verbatim recitation thereof.
This chapter shall supercede, in its application to the Town of Poughkeepsie, the provisions of §§ 133, 264 and 265 of the Town Law relating to the publication and method of introduction and adoption of an ordinance, amendment or a supplement to an ordinance and § 20 of the Municipal Home Rule Law relating to the publication and method of introduction and adoption of a local law, amendment or supplement to a local law adopted or approved by the Town Board.
This chapter shall be subject to a referendum on petition pursuant to § 24 of the Municipal Home Rule Law and is adopted pursuant to the home rule power of the Town of Poughkeepsie as authorized by § 10, Subdivision 1(ii)d(3), Municipal Home Rule Law.[1]
