The governing body shall, immediately upon passage
of this chapter, appoint some suitable and fit person who shall be
known as the "Animal Control Officer(s)" and who shall hold office
until the first annual meeting of the governing body. Thereafter,
an Animal Control Officer(s) shall be appointed in the same manner
for each year.
For his/her services, the Animal Control Officer(s)
or any other person specially appointed by the governing body shall
receive as compensation such sum or sums as may be designated by Resolution
of the governing body.

In any proceeding for a violation of this chapter,
the police officer, special law enforcement officer, Animal Control
Officer(s) or any other person specially appointed for that purpose
by the governing body shall issue a summons for the appearance before
the Municipal Court of such alleged offender or violator of this chapter,
with a reference to the section hereof violated. The summons shall
be issued by the police officer, special law enforcement officer,
Animal Control Officer(s), or any other person specially appointed
for that purpose by the governing body and shall provide at least
five days' notice before the return date thereof.

Any police officer, special law enforcement
officer, Animal Control Officer(s) or any other person specially appointed
for that purpose by the governing body shall, immediately upon appointment
and annually or biennially thereafter, make a canvass of the Township
for the purpose of determining how many persons there are within the
Township who own, keep, harbor or possess any dog or dogs and the
number of dogs so kept, harbored or possessed. The owner of any dog
or dogs, upon disclosure of his/her ownership of any dog or dogs and
the dog or dogs are found to be kept, harbored or possessed in violation
of this chapter, the police officer, special law enforcement officer,
Animal Control Officer(s) or any other person specially appointed
for that purpose by the governing body may issue a summons to that
person or persons in whose presence any dog or dogs are found to be
kept, harbored or possessed in violation of this chapter.
