A. 
Base zoning districts.
(1) 
For the purpose of this chapter, the Borough is hereby divided into 13 base zoning districts, which shall be designated as follows:

The locations and boundaries of such base districts shall be as shown on the map attached to and hereby made part of this chapter, which shall be designated as the Borough of Downingtown Zoning Map.[1]

B.

C. 
The Zoning Map and the Zoning Overlay Maps, together with all notations and other data shown thereon, shall be as much a part of this chapter as if fully described herein.
D. 
If, and whenever, the Borough Council makes changes to the boundaries or other matters included on said Zoning Map or Zoning Overlay Maps, such changes shall be reflected on the map or maps promptly following enactment of such amendment.
E. 
Zoning Map amendment. The Zoning Map and Zoning Overlay Maps are hereby amended as of the date of the effective date of Ord. No. 2011-10 to rezone the properties as indicated in Exhibit A (Map) and Exhibit B (Property List) from R-4 (Single Family/Two-Family/Multifamily Residential District); from C-2 (Central Commercial District); from R/C (Infill Development District); and from I-1 (Limited Industrial District); to the C-1 District (General Commercial District). The zoning district boundary changes to the Zoning Map and Zoning Overlay Map as to the indicated parcels or tracts in Exhibits A and B,[3] fully incorporated herein by reference, are hereby approved.

The boundaries between base districts are, unless otherwise indicated, either the center lines of streets, alleys, watercourses or rights-of-way of power lines and other public utilities, or such lines extended, or lines parallel thereto. Where uncertainty exists as to the location of any of said boundaries as shown on the Zoning Map, the following rules shall apply:
A. 
Where a district boundary is indicated as approximately following the center line of a street, alley or watercourse or right-of-way of a power line or other public utility, such center line shall be construed to be such boundary.
B. 
Where a district boundary is indicated as approximately following a lot or other property line, such lot or property line shall be construed to be such boundary.
C. 
Where a district boundary divides a lot or runs through undivided property, the location of such boundary, unless otherwise specified by figures on the Zoning Map, shall be determined by the use of the scale appearing on said map.
D. 
Where figures are shown on the Zoning Map between a street and a district boundary, they shall indicate that the district boundary runs parallel to the street center line at a distance therefrom equivalent to the number of feet so indicated, unless otherwise specified. Where scaled distances do not agree with such figures, the figures shall control.
Any territory hereafter annexed by the Borough of Downingtown shall be considered to be zoned R-1 Single-Family Detached Residential District, until otherwise classified by action of the Borough Council.
