The distribution of commercial advertising on handbills, cards, signs
or in any other form, by placing the same on or in vehicles which are parked
on the public ways, in public places, or other areas open to the public, is
prohibited.

Any person violating the provisions of this article shall be punished
by a fine not to exceed $50.

No person shall distribute any commercial handbill or other printed
matter whose distribution is not protected by the Constitution of the United
States or of the commonwealth on any sidewalk or public way within the town.
Whoever violates the provisions of this article shall be fined not more
than $300.
