This chapter shall be known as the "Council of Governments Ordinance of the Township of Bern in compliance with the Intergovernmental Cooperation Act," being Act 180 of 1972 of the Commonwealth of Pennsylvania, and subsequent amendments.[1]

This chapter shall ratify the action of the Bern Township Board of Supervisors in joining the Berks Council of Governments and in expending certain funds for membership and related fees therein.
The purpose of said Council of Governments is to achieve closer communication among municipalities, to seek mutual agreement for mutual problems and to achieve mutual benefits.
A copy of the Berks Council of Governments Agreement setting forth the conditions of agreement between the municipalities, the duration of the term of the agreement, the purpose and objectives of the agreement, the manner and extent of financing the agreement, the organizational structure to implement the agreement and the manner in which property, real or personal, shall be acquired, managed or disposed of is attached hereto, marked Exhibit A, and made a part hereof by this reference thereto.[1]

The Supervisors of the Township of Bern deem it advisable and in the best interest of the health, safety and welfare of the citizens of the Township of Bern that Bern Township is and be a part of the Berks Council of Governments.
