In order to provide for enhanced opportunities
for affordable housing, Block 155, Lots 4, 5 and 6, shall be designated
R-3A. The development of this area shall include either inclusionary
projects, providing opportunities for housing for lower income people
on site, or contributory projects, under which contributions for lower
income housing programs shall be an integral part of the development.
Principal permitted uses in the Residence R-3A
District are as set forth in the Schedule of Use, Area and Bulk Regulations
included at the end of this chapter, with the following conditions:
A. Parking may be permitted beneath two-story (living
space) condominiums or apartments.
B. A sign identifying the two-story condominium or apartment
development. One complex identification sign shall be permitted for
each condominium complex in the R-3A District. Signs on Lindsley Road
may be two-sided and may be positioned to present one face to each
direction of traffic. Signs shall be set back at least five feet from
all lot lines. Signs may not be internally illuminated, but one spotlight
per face may be provided for illumination. The permitted total display
area of such signs shall not exceed 60 square feet per face; the maximum
height shall not exceed eight feet; the maximum width shall be 16
feet, including posts, columns, supports and sign.
Driveways, utilities, fencing and landscaping
are permitted in setbacks.
All two-story condominium or apartment developments
shall be built in accordance and requirements of the National Building
Code; per the accepted and approved edition that is effective per
the New Jersey Uniform Construction Code at the time of the building
permit application.
All utilities serving the structure shall be
installed underground. Water sources and distribution systems shall
be approved by the appropriate Township authorities so as to ensure
the adequacy, quality and sufficiency for fire-fighting purposes.
The builder shall install, at his expense, fire alarm boxes (or such
other appropriate devices) as required and as approved by the Fire
Department. The placement and number of fire hydrants shall be subject
to the approval of the Fire Department. No certificate of occupancy
shall be issued for any two-story condominium or apartment development
unless and until the Township of Little Falls determines and certifies
that all state statutes, including but not limited to New Jersey State
Building Code, as well as all other applicable laws and ordinances,
have been complied with in all regards.
Appliances, such as washing machines, shall
be located entirely with individual dwelling units in the principal
structure for the convenience of the occupants only. No outside area
shall be provided for the hanging of laundry or the outside airing
of laundry in this manner. Sufficient area and equipment shall be
made available with each dwelling unit for the laundering and drying
of laundry.
There shall be no incinerators, and all garbage
shall be compacted by a hydraulic compaction unit. All units shall
be required to recycle all materials as provided by the ordinance
of the Township of Little Falls and may be revised from time to time
by ordinance or statute.
Interior roads shall have a right-of-way width
of 45 feet and shall be paved to a minimum width of 30 feet. Access
drives shall have a minimum right-of-way width of 36 feet and shall
be paved to a minimum width of 24 feet. Sidewalks of a minimum width
of four feet shall be constructed along all interior roads and access
drives and to and from parking areas and structures. All roads, drives,
sidewalks and parking areas shall be constructed in accordance with
the Residential Site Improvement Standards. Roads and drives shall
be so designed as to minimize hazards to pedestrians and vehicular
traffic. Each two-story condominium or apartment development, which
does not directly abut such a road, shall have direct access by way
of an interior road or roads to an improved municipal or county road.
The development shall provide parking spaces
in open parking structures or paved parking areas for each dwelling
unit in accordance with RSIS Table 4.4. All parking areas shall be
constructed in accordance with the Township road specification in
existence on the date of site plan approval. Interior garage parking
spaces shall be 9 feet by 18 feet per RSIS and shall be clearly marked.
Aisle widths for perpendicular parking shall be at least 24 feet.
Exterior parking spaces shall be 9 feet by 18 feet. All parking areas
shall be adequately drained and lighted. No parking shall be permitted
in any front yard or frontcourt within 10 feet of any dwelling unit.
Garages and parking structures shall be no more than one story above
the ground. The architectural design and materials used in the construction
thereof shall conform to the design and building material used in
the construction of the main building. No part of any garage or other
accessory building shall be used for living purposes.
No parking shall be permitted on the interior
streets of a two-story condominium apartment development.
