The borough recognizes the Norwood Fire Company No. 1 as a duly incorporated volunteer fire company authorized to use the fire hydrants and water facilities of the borough for the purpose of fighting fires within the Borough.

A. 
Establishment. There is hereby established an auxiliary to the Norwood Fire Company No. 1, Inc., to be known as the "Norwood Fire Company Junior Firemen's Auxiliary," and this Auxiliary shall operate under and be guided by N.J.S.A. 40A:14-95 et seq.
B. 
Age limitations. Membership in the Junior Firemen's Auxiliary shall be open to individuals between the ages of 16 and 21 years who shall obtain permission to join the Auxiliary from their parents or guardians, which permission must be in writing and acknowledged or proved in the manner required by law for deeds to real estate to be recorded.
C. 
Rules and regulations. The Mayor and Council of the Borough of Norwood shall formulate rules and regulations to govern the activities of the Auxiliary.

A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997, to reward members of the Norwood Volunteer Fire Department/Norwood Volunteer Ambulance Corps for their loyal, diligent and devoted services to the residents of the Borough of Norwood.
The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Borough of Norwood pursuant to P.L. 1997, c. 388; and that such plan shall be administered in accordance with the laws of the State of New Jersey, the United States Internal Revenue Code, and this article.
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
Any volunteer who accumulates 100 points in a year will be considered an active volunteer for that year and therefore be eligible for the full benefit amount.
B. 
The annual contributions shall be $600 per eligible member.
The LOSAP shall provide for contributions as credit for no more than 10 years of prior service for each eligible volunteer in accordance with the following schedule:[1]

Ambulance Corps: Schedule B.

The estimated cost of the program has been calculated as follows:
A. 
For regular annual services: $28,800 per year.
B. 
For contributions for prior years service: $25,300 per year for an estimated 10 years.
Each active volunteer member shall be credited with points for volunteer services provided to the volunteer Norwood Fire Department/Norwood Volunteer Ambulance Corps in accordance with the following schedule:[1]

This article shall not take effect unless it is approved by voters as a public question at the next general election November 2, 1999.[1]

B. 
Ballot question: Shall the Borough of Norwood be authorized to establish a Length of Service Awards Program for the Norwood Volunteer Fire Department/Norwood Volunteer Ambulance Corps that serve the Borough of Norwood, pursuant to the following terms and conditions:
(1) 
The program shall provide for annual contributions to a deferred income account for each active volunteer member that meets the eligibility criteria and in accordance with the schedule adopted by the Borough of Norwood.
(2) 
The program shall provide for contributions as credit for no more than 10 years of prior services for each eligible volunteer.
(3) 
The proposed annual contribution for an active volunteer is $600.
(4) 
The estimated cost of the program has been calculated as follows:
(a) 
For regular annual services: $28,800 per year.
(b) 
For contributions for prior years service: $25,300 per year for an estimated 10 years.
