A. 
There shall be a Recreation Committee, which shall serve in an advisory capacity in matters concerning the Recreation Department and its facilities and programs.
B. 
The Recreation Committee of the Borough of Norwood shall consist of 11 members as follows: five at-large members and one member representing each of the following six recreation activities:

(1) 
Knickerbocker Boys Baseball: Grades seven through 10.
(2) 
Recreation Football: Grades one through eight.
(3) 
Recreation Basketball: boys and girls grades one through eight.
(4) 
Girls Cheerleading: Grades one through eight.
(5) 
Recreation Baseball/Softball: boys grades K through six/girls Grades K through eight.
(6) 
Recreation Soccer: boys and girls, Grades K through eight.
C. 
The Recreation Committee here established shall not be deemed to be a Recreation Commission pursuant to N.J.S.A. 40:12 et seq.
D. 
The Director of Recreation shall serve as an ex officio member.
E. 
The members of the Committee shall serve without compensation.
A. 
The Mayor shall nominate and, by and with the advice and consent of the Council, shall appoint all members of the Recreation Committee in the manner provided by law for the appointment of Borough officers.
B. 
One member of the Borough Council shall serve as ex officio (liaison) member of the Recreation Committee but shall have no vote unless he also is formally appointed a member of said Committee.
A. 
All members of the Recreation Committee shall be appointed for a period of three years and until their successors are duly appointed and qualified; provided, however, that in the case of the initial appointment of members of the Board, the initial terms shall be for periods of one, two, and three years, respectively, in such a manner that the terms of at least one member and not more than four members shall expire each year. Thereafter, all appointments shall be for terms of three years.
B. 
The Mayor with the advice and consent of the Council shall fill vacancies occurring in the membership of the Board for the unexpired term only.
A. 
The Recreation Committee shall elect a Chairman at its organizational meeting in January.
B. 
The Director of Recreation shall automatically assume the duties of Secretary to the Advisory Board and shall keep on file minutes of all the meetings and copies of official correspondence of the said Board.
The Recreation Committee shall hold regular monthly meetings at the same time and day of each month in the Municipal Building as set in its organizational meeting in January. Special meetings may be called by the Chairman on three days' notice to each member of the Board; or upon three days' notice to all members signed by at least two members of the Board. The Committee may make and amend rules and regulations concerning the conduct of its meetings.
The Recreation Committee shall have the following powers and duties:
A. 
To make recommendations to the Mayor and Council concerning or touching upon the day-to-day operation and administration of the recreation program of the Borough of Norwood, which recommendation or recommendations, after study by them, shall be considered by the Mayor and Council. If the Mayor and Council shall approve of such recommendation or recommendations or any part thereof, the Board shall be notified of this approval, and the Board may, in the discretion of the Mayor and Council, be directed to carry into effect the recommendations or any approved part thereof.
B. 
To make recommendations to the Mayor and Council concerning or touching upon matters of policy affecting the recreation program for the Borough of Norwood. Such recommendations shall be considered by the Mayor and Council after a report thereon from the Chairman. Notice of any action on such recommendation shall be forwarded to the Committee.
C. 
To adopt a constitution and/or bylaws governing the affairs of the Board within 30 days of final passage of this chapter. However, such constitution and/or bylaws must be approved by a majority of the Mayor and Council and may only be amended with the approval of the majority of the Mayor and Council and shall be inoperative to the extent said constitution and/or bylaws is in conflict with any provision of any ordinance of the Borough of Norwood or any state or federal statute.
