No local law shall be adopted by the Board of Trustees until
a public hearing shall be had thereon. Notice of such hearing shall
be given by causing same to be published once in at least one of the
official newspapers at least three days prior to the date fixed for
such hearing. Such notice shall contain the time and place of such
hearing, together with the title of the proposed local law, and a
brief explanatory statement prepared by the Village Clerk and approved
by the Village Attorney. Proof of publication of such notice of public
hearing shall be filed in the office of the Village Clerk.
A certified copy of each local law shall be filed in the office
of the Village Clerk, to which copy there shall be attached a certificate
executed by the Village Attorney to the effect that it contains the
correct text and that all proper proceedings have been had or taken
for the enactment of such local law, which certificate shall constitute
presumptive evidence of such adoption, filing, publication or posting
in any action or special proceeding in any court or otherwise.
