It shall be unlawful for any person to sell or offer for sale or cause or permit to be sold or disposed of at auction within the city any goods, wares, merchandise or any other personal property without first obtaining a license from the Clerk.
The provisions of this chapter shall not apply to judicial sales or sales by executors or administrators, by trustees under deed of assignment, by lienors or by public officers in the manner prescribed by law, or to sales by local religious, educational or charitable organizations, or by bona fide householders to dispose of their own goods.

The annual license fee for each license issued pursuant to this chapter shall be set annually by resolution of the City Council before adoption of the budget for the following year.
No person shall dispose of any goods, wares or merchandise or other personal property at auction in any street, sidewalk or other public place or to any person who, at the time of bidding for or while examining the same, shall be on the sidewalk or on the street.
