The Chief of Police or designee shall provide for the issuance
of residential parking permits as applied for, on such streets designated
by this article, restricting all parking except parking by permit
holders only who reside within that parking zone, the boundaries of
which shall be established by the Chief of Police or designee.
Vehicles are to be parked within marked spaces. Wherever a space
is marked off on any street for the parking of an individual vehicle,
every vehicle parked there shall be parked wholly within the lines
bounding that space, and it shall be a violation of this article for
any persons to park a vehicle or allow it to remain parked otherwise.
No persons shall park a vehicle at any time within the posted
areas of the streets described in the following schedule of listed
streets without a permit:

Any person violating any provisions of this article shall be
liable, on conviction thereof, to a penalty not exceeding $15 per
violation for a maximum of three violations. After the maximum three
violations, the Baldwin Borough Police Department shall tow the vehicle
to the Borough impound location and notify the resident in writing
of the location of the vehicle.
